सं.फा. 16 /5/2014 गू.पु.- / स्था. /1039 से 1044.-दिल्ली पुलिस अधिनियम, 1978 (1978 का 34) की धारा 147 की उपधारा (4) तथा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय राजधानी क्षेत्र दिल्ली के उपराज्यपाल, दिल्ली पुलिस (पदोन्नति एवं स्थायीकरण) नियमावली, 1980 में आगे संशोधन करने के लिये निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. संक्षिप्त शीर्षक एवं प्रारंभ .-
(1) इन नियमों को दिल्ली पुलिस (पदोन्नति एवं स्थायीकरण) (संशोधन) नियमावली, 2020 कहा जाये।
(2) ये दिल्ली राजपत्र में उनके प्रकाशन की तिथि से प्रभावी होंगे।
2. उक्त नियमावली के नियम 16(i) में संशोधन : – दिल्ली पुलिस (पदोन्नति एवं स्थायीकरण) नियमावली, 1980 में मौजूदा नियम 16(i) में सहायक उप-निरीक्षक (कार्यकारी) के पद से संवंधित उप-निरीक्षक (कार्यकारी) स्थान पर निम्नलिखित के प्रतिस्थापित किया जायेंगा; अर्थात् –
“उप-निरीक्षक (कार्यकारी) के पद के लिए पदोन्नति सूची:-सहायक उप-निरीक्षक के रैंक में छह वर्ष की न्यूनतम सेवा वाले स्थाई सहायक उप-निरीक्षक (कार्यकारी) पात्र होंगे। चयन विभागीय पदोन्नति समिति की सिफारिशों पर किया जाएगा। इस प्रकार चयनित उप-निरीक्षकों को आगामी एक वर्ष में सहायक उप-निरीक्षक (कार्यकारी) के रैंक में रिक्तियों को ध्यान में रखते हुए, उनको संबंधित वरिष्ठता के क्रम में पदोन्नति सूची में लाया जाएगा। चयनित सहायक उप-निरीक्षकों (कार्यकारी) को पुलिस प्रशिक्षण कॉलेज में चार सप्ताह की अवधि के रिफ्रेशर कोर्स के लिए भेजा जाएगा। पदोन्नति संबंधी पाठ्यक्रम को पूरा करने के केवल तीन मौके एक उम्मीदवार को दिए जाएंगे, जिसमें विफल होने पर उसका पदोन्नति दावा रद्द कर दिया जाएगा। वे, जो सफलतापूर्वक रिफ्रेशर कोर्स को उत्तीर्ण करते हैं, उन्हें विभागीय पदोन्नति समिति के उम्मीदवारों के लिए विभागीय पदोन्नति समिति की बैठक की तारीख से नियमित आधार पर पदोन्नत किया जाएगा और पैनल पर शेप उम्मीदरवारों को रिक्ति की तिथि से जब और जैसी रिक्तियां निकलती है, वैसे ही उनकी संबंधित वरिष्ठता के क्रम में पदोन्नत किया जाएगा। उप-निरीक्षक (कार्यकारी) के पद के लिए विभागीय पदोन्नति समिति द्वारा तैयार किए गए पदोन्नति के लिए पैनल सामान्तय: एक वर्ष के लिए मान्य होगा। यह एक साल और छह महीने की अवधि की समाप्ति पर लागू होना चाहिए या जब कोई नया पैनल तैयार हो, इसमें जो भी पहले हो।

No.16/5/2014/HP-I/Estt./1039 to 1044: In exercise of the power conferred by sub sections (1) and (2) of section 147 of the Delhi Police Act, 1978 (34 of 1978), the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following rules further to amend the Delhi Police (Promotion & Confirmation) Rules, 1980, namely:
1. Short title and Commencement:-
(1) These Rules may be called Delhi Police (Promotion and Confirmation) (Amendment), Rules, 2020.
(2) They shall come into force on the date of their publication in the Delhi Gazette.
2. Amendment of Rule Rule 16 (i) of the said Rules:- In Delhi Police (Promotion & Confirmation) Rules, 1980, in existing Rule 16 (i) related to the promotion of Assistant Sub-Inspector (Executive) to the post of Sub-Inspector (Executive), the following shall be substituted, namely:
“Promotion List for the post of SI (Executive.) : – Confirmed Assistant Sub Inspector (Executive) who have minimum of six years of service in the rank of Assistant Sub-Inspector, shall be eligible. The selection shall be made on the recommendations of the Departmental Promotion Committee. The Assistant Sub Inspectors, so selected, shall be brought on Promotion List in order of their respective seniority, keeping in view the vacancies in the rank of Sub- Inspector (Executive) likely to occur in the following one year. The selected Assistant Sub Inspectors (Executive) shall be sent for Refresher Course of four weeks duration at Police Training College. Only three chances to complete the promotional course will be given to a candidate, failing which, his promotional claim will be cancelled. Those, who successfully qualify the Refresher Course shall be promoted on regular basis, from the date of Departmental Promotion Committee held for the candidates against the existing vacancies at the time of Departmental Promotion Committee and for the remaining candidates on the panel, from the date of vacancy as and when such vacancies arise, in order of their respective seniority. The panel for promotion drawn up by Departmental Promotion Committee for the post of Sub-Inspector (Executive) would normally be valid for one year. It should cease to be in force on the expiry of a period of one year and six-months or when a fresh panel is prepared, whichever is earlier.
