NOTIFICATION

New Delhi, the 7th December, 2020

F. No. NEIGR-E. 11/15/2008Pt . .-In exercise of the powers conferred by proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Director, North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong, namely: –

1. Short title and commencement.-These Rules may be called the Ministry of Health and Family Welfare , North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences, Shillong, Director, NEIGRIHMS (Group ‘A’ post) Recruitment Rules, 2020.

2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, other qualifications, etc. .-The method of recruitment , age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification .-No person,

(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage in permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for so doing, exempt any person from the operation of this rule.

5. Power to Relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Ministry of Health & Family Welfare, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex­ servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

A medical qualification included in the First or Second Schedule or part-II of the Third Schedule to the Indian Medical Council Act, 1956 (persons possessing qualifications included in part-II of the Third Schedule also fulfil the conditions specified in sub-section (3) of section 13 of the Act)

ii.     A recognized Post-graduate qualification under broad head of Medicine or Surgery or Public Health.

iii.   The candidate must be registered with the State Medical Council/Medical Council of India.

Experience:

i.      Teaching and/or research experience of not less than fourteen years.

ii.     21 years standing in the profession.

iii.     Extensive practical and administrative experience in the field of medical relief , medical research, medical education or public health organization and experience of running important scientific/educational

institute either as its Head or as Head of the Department (qualification relaxable at the discretion of the Central Government in  the case of candidates otherwise well qualified).

Deputation         (including short term contract)/Absorption shall be made from officers  of Central/State Govt./Autonomous Organisations/ Research Institutions/Universities:

Holding analogous post on regular basis in the parent cadre/department ; or with two years regular service in the Pay Level 15 Rs.1,82,200/- (pre-revised Pay Band Rs.67000-79000 HAG  Grade) or with five years in the Pay Level 14-A Rs. 1,59,100/- (pre-revised Pay Band 4 Rs.37400-67000 with AGP Rs.10500) or

equivalent on regular basis and possessing educational qualifications and experience prescribed for direct recruits.

Standing Selection Committee constituted by the Governing Council of the Institute.
