Minutes of the 32nd Meeting of Standing Committee of Voluntary Agencies (SCOVA) held on 12.04.2022 under the Chairmanship of Hon’ble MOS(PP) at Sardar Patel Bhawan, New Delhi.

(32.6) – Payments of DA/DR arrears freezon for 18 months from 1.1.2020 to 30.06.2021

The Central Government Pensioners Welfare Association, Jaipur and Ex-Defence Employees Welfare Association, Balasore mentioned that although the Central Government has granted the DA/DR rise of 11% from 01.07.2021, the arrears for 18 months have not been released. The Association requested for releasing the DA/DR for 18 months to Central Government employees and pensioners / family pensioners.

Discussion/Decision on the agenda item

Joint Secretary, Department of Expenditure stated that this issue was raised in the last meeting of JCM chaired by Cabinet Secretary also and the JCM was informed that

the decision to freeze DA and DR due from 01.01.2020, 01.07.2020 & 01.01.2021 was taken in the context of Covid-19 pandemic, so as to ease pressure on Government finances. The rates of DA/DR have been restored prospectively and subsumed in the cumulative revised rates effective from 01.07.2021 vide OM dated 20.07.2021.

In view of the above, item was closed.

    Confederation of Central Government Gazetted officer’s Organisations (CCGGOO), pensioners & employees representatives demand immediate payment of DA/DR arrears impounded for 18 months from 1.1.2020 to 30.06.2021.

    The pandemic was cited for non-payment of DA/DR for 18 months from 1.1.2020.The Central Government has granted the DA/DR rise of 11% due prospectively from 1.7.2021. But unfortunately, the entire arrears for 18 months is still impounded and not ordered to be released. After much representation the retired staff are allowed to draw the DA from the due date of 1.1.2020; 1.7.2020 and 1.1.2021 but arrears for the 18 months continue to be impounded to them also.

    The rise in cost of living is too much and the pensioners and family pensioners are struggling to cope up. It is pertinent to point out that in a Court Case filed against the Andhra State Government and also in the SLP filed by the Andhra Government in the Supreme Court, the judgment was given clearly in favour of employees and pensioners. The judgment ruled that no recovery of salary or DA/DR from employees and pensioners can be effected. Therefore, the Central Government should come forward to release the impounded DA/DR for 18 months to its employees and pensioners / family pensioners.

    Let the GOI decide as per review of economic situation which may appreciate around Yr.23/24

  • Government was kind enough to consider DA payment to all those retired between 1.1.2020 to 30.6.2021 in payment of settlement dues (gratuity & leave salary). Likewise they should consider payment of DA arrears payment to retired/expired govt servant & also for pensioners who are the severe sufferers during pandemic period.

    DA/DR hike is limited to minimal of 3% now for the last three or four quarters.
    It’s only the pensioners and employees on whom cost cutting is being done.
    At this stage of inflation, even the pensioners need increment as a relief.

    Sir, Govt have issued orders that for CG pensioners who retired on or after 1.1.2006 their pension will be fixed at 50% of last pay drawn or last 10 months average pay whichever is higher. Why this has not been done for pensioners who retired before 1.1.2006? This is an injustice and step motherly treatment for same class of pensioners. Will this issue be taken care of to mitigate the grievance of all pre 2006 pensioners? Regards

  • Petrol rates reduced by Rs 10 but employees DA withheld.The Govt can cope with a few lakh cr shortage but a few thousands in DA cannot be coped with. Thus us definitely diabolical.

    Pensioners r facing extreme hardship in view of galloping rise in food items petrol diesel release of 18 months arrears will greatly help the pensioners many of whom r living in hand to mouth existence
