Sub: Recruitment to non-gazetted posts – equivalence on the minimum educational qualification,
Attention is invited to instructions issued vide this this Ministry’s letter No.E(NG)II/2005/RR-I/8 dated,28/8/2014 and 30.09.2015 (copies enclosed) regarding the adherence to prescribed qualifications in recruitments lrom open market for non-gazetted posts in Railways through RRBs/RRCs.
Numerous references are being received from various Railway Recruitment Boards regarding the equivalence of different technical / vocational qualifications held by candidates/applicants with those prescribed for various non-gazetted posts in the RRB notifications. Although the intent behind these references may be to have uniformity in interpretation but it has been observed lately that the references from the recruiting bodies (RRBs/RRCs) are becoming indiscriminate and without any reference to existing instructions.
Accordingly, the Railways/RRBs are advised to examine such issues in terms of the instructions dated 28.08.2014 and 30.09.2015 and refer only those cases to Board’s office where the issues are not resolved even after taking action as per above two instructions.
