Clarification on LTC Benefits for Railway Servants and Extension of LTC Benefits for Retired Employees: SCOVA Refers Decision to DoP&T
During the 35th Standing Committee of Voluntary Agencies (SCOVA) meeting held on March 10, 2026, chaired by the Hon’ble MOS (PP), a crucial agenda item was addressed regarding the grant of Leave Travel Concession (LTC) benefits and senior citizen concessions in railway travel.
The discussions highlighted a notable disparity in current travel entitlements. Currently, Railway servants are exclusively granted the All India Leave Travel Concession (AILT) facility. In contrast, civilian Government Servants are entitled to both Home Town and All India LTC. The AILT facility provided to Railway personnel is strictly governed by the CCS (LTC) Rules of 1988, for which the Department of Personnel & Training (DoP&T) serves as the Nodal Department.
Addressing the demands to extend these LTC facilities—specifically on the lines of unused leave encashment—to retired Government employees, the Ministry of Railways clarified its jurisdictional boundaries. According to the established Business Rules, the authority to approve the extension of LTC facilities to pensioners lies exclusively with the DoP&T, not the Ministry of Railways.
Consequently, the committee has officially referred the matter to the DoP&T. Any future policy shifts or extensions regarding these benefits will rely entirely on the subsequent comments and decisions issued by the Department of Personnel & Training.

माननीय राज्य मंत्री (पीपी) की अध्यक्षता में 10 मार्च, 2026 को आयोजित स्वैच्छिक एजेंसियों की स्थायी समिति (स्कोवा – SCOVA) की 35वीं बैठक के दौरान, रेल यात्रा में अवकाश यात्रा रियायत (एलटीसी – LTC) लाभ और वरिष्ठ नागरिक रियायतें प्रदान करने के संबंध में एक महत्वपूर्ण एजेंडा मद पर विचार किया गया।
चर्चाओं में वर्तमान यात्रा हकदारी (entitlements) में एक उल्लेखनीय असमानता को रेखांकित किया गया। वर्तमान में, रेल सेवकों को विशेष रूप से केवल अखिल भारतीय अवकाश यात्रा रियायत (एआईएलटी – AILT) सुविधा प्रदान की जाती है। इसके विपरीत, असैनिक सरकारी कर्मचारी गृह नगर (Home Town) और अखिल भारतीय एलटीसी दोनों के हकदार हैं। रेल कर्मियों को प्रदान की जाने वाली एआईएलटी सुविधा पूर्णतया सीसीएस (एलटीसी) नियम-1988 द्वारा शासित होती है, जिसके लिए कार्मिक और प्रशिक्षण विभाग (डीओपीएंडटी – DoP&T) नोडल विभाग के रूप में कार्य करता है।
सेवानिवृत्त सरकारी कर्मचारियों को इन एलटीसी सुविधाओं—विशेष रूप से अप्रयुक्त छुट्टी के नकद समतुल्य (unused leave encashment) की तर्ज पर—का विस्तार करने की मांगों का उत्तर देते हुए, रेल मंत्रालय ने अपने अधिकार क्षेत्र की सीमाओं को स्पष्ट किया। स्थापित कार्य आबंटन नियमों (Business Rules) के अनुसार, पेंशनभोगियों के लिए एलटीसी सुविधाओं के विस्तार को मंजूरी देने का अधिकार विशेष रूप से डीओपीएंडटी के पास है, न कि रेल मंत्रालय के पास।
तदनुसार, समिति ने आधिकारिक तौर पर इस मामले को डीओपीएंडटी को संदर्भित कर दिया है। इन लाभों के संबंध में भविष्य में कोई भी नीतिगत बदलाव या विस्तार पूरी तरह से कार्मिक और प्रशिक्षण विभाग द्वारा जारी की जाने वाली आगामी टिप्पणियों और निर्णयों पर ही निर्भर करेगा।

With respect to the LTC facility to Railway Servants, it is stated that only All India Leave Travel Concession (AILT) facility has been extended to them whereas on civil side, Government Servants are entitled to Home town as well as All India LTC. This AILT facility to Railway Servants is governed strictly in accordance with CCS (LTC) rules-1988, the Nodal Department for which is DoP&T. Accordingly, as per Business Rules, the decision w.r.t. extension of LTC facility to retired Government employees can only be taken by DoP&T and not by Ministry of Railways.
