(a) the new initiatives taken or are planned by Government for the welfare of Central Armed Police Forces (CAPFs) personnel and their dependents in the last three years; and

(b) the details thereof?

Annexure-I

The Government of India has taken several measures for welfare of the personnel of the Central Armed Police Forces (CAPFs) and their families. These initiatives encompass financial assistance, educational support, housing, and rehabilitation services.

• Ayushman CAPF: It is an initiative launched by the Government of India under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM- JAY) specifically for personnel of the Central Armed Police Forces (CAPFs) and their It provides cashless and paperless medical treatment at empanelled private and government hospitals across India.
• Ex-Gratia Payments: In the unfortunate event of death due to accidents during duty, CAPF personnel’s next of kin receives ₹25 For deaths resulting from acts of violence by terrorists or during enemy action, the compensation is ₹35 lakh.
• Accidental death insurance coverage under CAPF salary package scheme: This policy offers financial support to the families of personnel who lose their lives in the line of duty.
• Prime Minister’s Scholarship Scheme (PMSS): This scheme has been launched to encourage higher technical and professional education among the wards and widows of CAPF and Assam Rifles The scheme offers 2,000 scholarships annually (1,000 for boys and 1,000 for girls). The scholarship amounts are ₹3,000 per month for girls and ₹2,500 per month for boys, disbursed annually as ₹36,000 and ₹30,000, respectively.
• Contributory Welfare Fund:- Necessary guidelines has been issued to bring uniformity in payout to the Next of Kins (NoKs) of deceased CAPF personnel from Contributory Welfare Fund.
• Quota for wards of CAPF:- 26 seats in MBBS & 03 seats in BDS have been reserved for the wards of serving/deceased CAPFs & AR personnel.
• CAPF e-Awas Portal: A dedicated online platform has been developed which facilitates the registration and allotment of residential quarters to CAPF It also provides facility for inter-force allotment.
• Welfare and Rehabilitation Board (WARB): This has been established to oversee the welfare and rehabilitation of retired CAPF personnel and their families, including the next of kin of deceased or disabled WARB operates through State and District Welfare Officers across the country.
• “CAPF Punarvaas” scheme: – A “CAPF Punarvaas” scheme was launched by linking Private Security Agencies (Regulation) Act (PSARA) website with WARB website where the data of retired and willing Ex-CAPF/AR personnel is made available to Private Security Agencies on PSARA website for re-employment in Private Security Agencies.
• Medical Facilities: Retired personnel and their spouses receive medical facilities from CGHS/CPMF Hospitals or a medical allowance of ₹1000 per month.
• Risk and Hardship Allowance: Risk and Hardship allowance is being provided for CAPF personnel deployed in Jammu and Kashmir, Left-Wing Extremism affected districts & North Eastern States.
• Kendriya Police Kalyan Bhandar (KPKB): The government has introduced 50% GST concession to the beneficiaries on purchase of Goods from KPKB, e.f 01.04.2024 to provide quality products to CAPF personnel at discounted rates.
• Liberalized Pension Awards (LPA) and Extraordinary Family Pension (EFP): There are special pension schemes designed for the families of Central Armed Police Forces (CAPF) personnel who suffer death or disability due to operational hazards, ensuring financial security for their dependents.
• Bharat Ke Veer: It is an initiative launched by the Ministry of Home Affairs (MHA) to support the families of deceased Central Armed Police Forces (CAPF) It enables citizens to contribute financially to the families of soldiers who have sacrificed their lives in the line of duty.
• Operational Casualty Certificate : CAPF personnel killed in action or on duty gets ‘Operational Casualty Certificate’ on the line of ‘Battle Casualty Certificate’ as available to Armed Forces. NoKs are entitled to certain benefits viz Air and Rail travel fare concession and allotment of Oil Product Agencies.
• Compassionate Appointment : Compassionate Appointment is also given to the eligible dependent in accordance with the Government instructions.
• Honorary Rank : To boost the self-esteem and sense of pride among the personnel, Honorary Rank is being granted to the personnel (Constable to Sub-inspector) of CAPFs & Assam Rifles, e.f 23.05.2025.
• Air Courier Service : Air travel facility is provided to entitled CAPFs & AR personnel deployed in Kashmir Valley.
• Additional HRA : Sanction of additional HRA at the rate of ‘Y’ Class city (20% of basic pay) to the CAPF personnel posted in Kashmir Valley for keeping their families at last place of posting, if retention of Government accommodation has not been availed.
• Bus Services for the wards of CAPFs personnel – School bus facility is provided to the wards of CAPFs & Assam Rifles personnel deployed in J&K, LWE and North Eastern States.

(क) और (ख): केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) के कार्मिकों के कल्याण के लिए भारत सरकार द्वारा शुरू की गई विभिन्न पहलों का विवरण संलग्न है।

भारत सरकार ने केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) के कार्मिकों और उनके परिवारों के कल्याण के लिए कई पहलें शुरू की हैं। इन पहलों में वित्तीय सहायता, शैक्षिक सहायता, आवास और पुनर्वास सेवाएं शामिल हैं।

• आयुष्मान सीएपीएफः यह भारत सरकार द्वारा आयुष्मान भारत प्रधानमंत्री जन आरोग्य योजना (एबी पीएम-जेएवाई) के तहत विशिष्ट रूप से केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) के कार्मिकों और उनके परिवारों के लिए शुरू की गई एक पहल है। यह पूरे भारत में पैनलबद्ध प्राइवेट और सरकारी अस्पतालों में कैशलेस और पेपरलेस चिकित्सा उपचार प्रदान करती है
• अनुग्रह राशि का भुगतानः ड्यूटी के दौरान दुर्घटना के कारण दुर्भाग्यवश हुई मृत्यु की स्थिति में, केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) के कार्मिकों के निकटतम संबंधी को 25 लाख रुपये दिये जाते हैं। आतंकवादियों द्वारा की गई हिंसा या दुश्मन की कार्रवाई के दौरान हुई मौतों के मामलों में दी जाने वाली मुआवजा राशि 35 लाख रुपये है।
• सीएपीएफ वेतन पैकेज योजना के तहत आकस्मिक मृत्यु बीमा कवरेजः यह पॉलिसी ड्यूटी के दौरान जान गंवाने वाले कार्मिकों के परिवारों को वित्तीय सहायता प्रदान करती है।
• प्रधानमंत्री छात्रवृत्ति योजना (पीएमएसएस): यह योजना केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) और असम राइफल्स के कार्मिकों के बच्चों और विधवाओं के बीच उच्च तकनीकी और व्यावसायिक शिक्षा को प्रोत्साहित करने के लिए शुरू की गई है। इस योजना के तहत प्रतिवर्ष 2,000 छात्रवृत्तियाँ (लड़कों के लिए 1,000 और लड़कियों के लिए 1,000) प्रदान की जाती हैं। छात्रवृत्ति की राशि लड़‌कियों के लिए 3,000 रुपये प्रतिमाह और लड़कों के लिए 2,500 रुपये प्रतिमाह है, जो क्रमशः 36,000 रुपये और 30,000 रुपये के रूप में वार्षिक आधार पर संवितरित की जाती है।
• अंशदायी कल्याण निधिः- अंशदायी कल्याण निधि से केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) के मृत कार्मिकों के निकटतम संबंधी (एनओके) को किए जाने वाले भुगतान में एकरूपता लाने के लिए आवश्यक दिशा-निर्देश जारी किए गए हैं।
• केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) के बच्चों के लिए आरक्षण (कोटा):- केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) और असम राइफल्स (एआर) के सेवारत/मृत कार्मिकों के बच्चों के लिए एमबीबीएस में 26 सीटें और बीडीएस में 03 सीटें आरक्षित की गई हैं।
• केंद्रीय सशस्त्र पुलिस बल (सीएपीएफ) ई-आवास पोर्टल: यह एक समर्पित ऑनलाइन प्लेटफॉर्म है, जो केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) के कार्मिकों को आवासीय क्वार्टरों के लिए पंजीकरण और उनके आबंटन की सुविधा प्रदान करता है। यह आवासों के अंतर-बल आवंटन की सुविधा भी प्रदान करता है।
• कल्याण एवं पुनर्वास बोर्ड (डब्ल्यूएआरबी): कल्याण एवं पुनर्वास बोर्ड (डब्ल्यूएआरबी) की स्थापना मृत अथवा दिव्यांग कार्मिकों के निकटतम संबंधी सहित सेवानिवृत्त केंद्रीय सशस्त्र पुलिस बल (सीएपीएफ) कार्मिकों और उनके परिवारों के कल्याण एवं पुनर्वास की देखरेख के लिए की गई है, जो देशभर में राज्य और जिला कल्याण अधिकारियों के माध्यम से कार्य करता है।
• “केंद्रीय सशस्त्र पुलिस बल (सीएपीएफ) पुनर्वास” योजनाः प्राइवेट सुरक्षा अभिकरण (विनियमन) अधिनियम (पीएसएआरए) वेबसाइट को डब्ल्यूएआरबी वेबसाइट के साथ जोड़कर “सीएपीएफ पुनर्वास” योजना शुरू की गई थी, जिसमें प्राइवेट सुरक्षा एजेंसियों में पुनः नियोजन हेतु पीएसएआरए वेबसाइट पर प्राइवेट सुरक्षा एजेंसियों को सेवानिवृत्त और इच्छुक पूर्व-सीएपीएफ/असम राइफल्स कार्मिकों का डेटा उपलब्ध कराया जाता है।
• चिकित्सा सुविधाएं: सेवानिवृत्त कार्मिकों और उनके जीवनसाथी को सीजीएचएस/सीपीएमएफ अस्पतालों के माध्यम से चिकित्सा सुविधाएँ दी जाती हैं अथवा उन्हें 1000 रुपये प्रतिमाह का चिकित्सा भत्ता मिलता है।
• रिस्क और हार्डशिप भत्ताः जम्मू और कश्मीर, वामपंथी उग्रवाद प्रभावित जिलों व पूर्वोत्तर राज्यों में तैनात केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) के कार्मिकों को रिस्क और हार्डशिप भत्ता प्रदान किया जाता है।
• केंद्रीय पुलिस कल्याण भंडार (केपीकेबी): सरकार ने सीएपीएफ कार्मिकों को रियायती दरों पर गुणवत्तापूर्ण उत्पाद प्रदान करने के लिए, दिनांक 01.04.2024 से, केपीकेबी से उत्पादों की खरीद पर लाभार्थियों को जीएसटी में 50% की छूट देना भी शुरू किया है।
• उदारीकृत पेंशन अवार्ड (एलपीए) और असाधारण पारिवारिक पेंशन (ईएफपी): ऑपरेशन संबंधी जोखिम के कारण मृत अथवा दिव्यांग होने वाले केंद्रीय सशस्त्र पुलिस बल (सीएपीएफ) कार्मिकों के परिवारों के लिए विशेष पेंशन योजनाएं तैयार की गई हैं, जो उनके आश्रितों के लिए वित्तीय सुरक्षा सुनिश्चित करती हैं।
• भारत के वीरः यह वीरगति प्राप्त करने वाले केंद्रीय सशस्त्र पुलिस बल (सीएपीएफ) कार्मिकों के परिवारों की सहायता करने के लिए गृह मंत्रालय द्वारा शुरू की गई एक पहल है। यह पोर्टल नागरिकों को उन सैनिकों के परिवारों को वित्तीय योगदान दे पाने का अवसर प्रदान करता है, जिन्होंने कर्तव्य का निर्वहन करते हुए अपने प्राणों की आहुति दी थी।
• परिचालन हताहत प्रमाण पत्रः कार्रवाई अथवा ड्यूटी पर तैनाती के दौरान मारे गए सीएपीएफ कार्मिकों को सशस्त्र बलों के लिए उपलब्ध ‘युद्ध हताहत प्रमाण पत्र’ की तर्ज पर ‘परिचालन हताहत प्रमाण पत्र’ दिया जाता है। साथ ही, उनके निकटतम संबंधियों को कुछ लाभों जैसे कि, वायु और रेल यात्रा किराया रियायत तथा तेल उत्पाद एजेंसियों के आवंटन का लाभ मिलता है।
• अनुकम्पा आधारित नियुक्तिः सरकारी निर्देशों के अनुसार सीएपीएफ कार्मिकों के योग्य आश्रितों को अनुकम्पा के आधार पर नियुक्ति भी दी जाती है।
• मानद रैंक: कार्मिकों में आत्मसम्मान और गौरव की भावना को बढ़ावा देने के लिए, सीएपीएफ और असम राइफल्स के कार्मिकों (कांस्टेबल से उप-निरीक्षक) को मानद रैंक दी जाती है, जो दिनांक 23.05.2025 से प्रभावी है।
• हवाई यात्रा सेवाः कश्मीर घाटी में तैनात पात्र सीएपीएफ और असम राइफल्स कार्मिकों को हवाई यात्रा की सुविधा प्रदान की जाती है।
• अतिरिक्त मकान किराया भत्ता (एचआरए): कश्मीर घाटी में तैनात सीएपीएफ कार्मिकों को अपने परिवारों को पिछली तैनाती के स्थान पर रखने के लिए, उनके द्वारा सरकारी आवास नहीं रखे जाने की स्थिति में, ‘वाई’ श्रेणी के शहर की दर से (मूल वेतन का 20%) अतिरिक्त एचआरए प्रदान किया जाता है।
• सीएपीएफ कार्मिकों के बच्चों के लिए बस सेवाएं: जम्मू और कश्मीर, वामपंथी उग्रवाद प्रभावित और पूर्वोत्तर राज्यों में तैनात सीएपीएफ और असम राइफल्स के कार्मिकों के बच्चों को स्कूल बस की सुविधा प्रदान की जाती है।
