Subject: Allotment of Sanctioned Posts of Special Educators in Kendriya Vidyalayas – Roles, Responsibilities and General Instructions

Madam/Sir,

As you are aware that the Ministry of Education (MoE) has accorded approval of 987 posts of Special Educators in Kendriya Vidyalayas. These posts are bifurcated into 493 posts of Special Educator (TGT Grade) and 494 posts of Special Educator (PRT Grade). Recruitment to these posts is under process. The above sanctioned posts have been provisionally allotted to identified Kendriya Vidyalayas on the basis of the existing requirement and enrolment of Children with Special Needs (CwSN), taking into account the feedback and inputs received from all Regional Offices of KVS. The list of Kendriya Vidyalayas where these posts have been allotted is enclosed as Annexure- I.

Further, with a view to ensuring effective and optimal utilization of the services of Special Educators in Kendriya Vidyalayas, the following roles and responsibilities shall be discharged by the Special Educators engaged/appointed (as applicable) in KVs.

A. Roles and Responsibilities of Special Educators:

  1. Identify the needs (educational, social, emotional and behavioural) of assigned students through formal & informal assessments.
  2. Review referral data, history and assessment data to develop appropriate goals and objectives for each student.
  3. Confer with general education teachers regarding educational, social, emotional & physical needs and objectives of each student.
  4. Plan, develop and implement individualized learning plans for students.
  5. Design appropriate teaching strategies.
  6. Prepare instructional material and lesson plans according to Individual Educational Plans (IEPs).
  7. Review IEPs with parents and other teachers.
  8. Monitor, evaluate and document each student’s progress utilizing appropriate measurements and assessment devices.
  9. Prepare timely progress reports for each student.
  10. Develop and implement necessary interventions and strategies to promote achievement of students objectives.
  11. Maintain regular communication with parents.
  12. Assist parents with understanding and supporting educational objectives, learning expectations and behavioural standards.
  13. Manage student behaviour through monitoring, supervising and assessing behavioural patterns.
  14. Utilize appropriate corrective methods to modify behaviour.
  15. Develop and implement Behavioural Intervention Plans (BIPs) where necessary.
  16. Instruct students on socially acceptable behaviours and personal development skills.
  17. Prepare special need students for inclusion and transition to mainstream.
  18. Keep updated on best practices and trends on special education.

B. Other Responsibilities:

  1. Undertake early identification and screening of students suspected to have disabilities at different stages of schooling.
  2. Assist in preparation, implementation and periodic review of timetable for CwSN, including resource room and inclusive classroom support.
  3. Support subject teachers in adaptation of curriculum, pedagogy and assessment practices to meet the diverse learning needs of CwSN.
  4. Prepare and maintain case histories of CwSN and ensure regular follow-up on academic and behavioural interventions.
  5. Facilitate procurement, utilization and maintenance of assistive devices, aids and appliances required by CwSN.
  6. Ensure that CwSN receive appropriate accommodations and examination-related support in accordance with CBSE/KVS guidelines.
  7. Maintain coordination with school authorities, resource centres and external agencies for effective implementation of inclusive education practices.
  8. Organize and support exposure visits, vocational orientation and life-skill activities for holistic development of CwSN.
  9. Promote peer sensitization, buddy systems and positive school climate to foster social inclusion of CwSN.
  10. Assist the school administration in data collection, updation and reporting related to CwSN on UDISE, PRASHAST and other prescribed portals.
  11. Participate in enrolment drives, assessment camps and awareness programmes related to inclusive education, as and when required.
  12. Attend in-service trainings, workshops and review meetings related to inclusive education and implement learning outcomes in school practices.
  13. Ensure confidentiality, dignity and rights of CwSN in all academic, administrative and interpersonal engagements.
  14. Support transition planning of CwSN at key stages, including movement across classes, levels and post-school pathways, wherever applicable.
  15. Keep abreast of best practices, recent developments and technological innovations in the field of special education and inclusion.
  16. Perform any other duties related to inclusive education or otherwise as assigned by the Principal/Regional Office/KVS (HQ) from time to time.

C. Financial Implications and Other Instructions:

  1. In Kendriya Vidyalayas where regular posts of Special Educator have been sanctioned but the regular incumbent has not joined, the remuneration of the Special Educator engaged on contractual basis shall be met from the School Fund. This provision shall be effective from December 2025.
  2. In Kendriya Vidyalayas where regular posts of Special Educator are not sanctioned, remuneration of contractual Special Educators shall be met from the Vidyalaya Vikas Nidhi (VVN), as per the existing norms.
  3. Principals of KVs will ensure proper utilisation of the services of Special Educators strictly for inclusive education-related work and compliance with all prescribed duties and responsibilities.

The Regional Offices are requested to circulate these instructions to the concerned Kendriya Vidyalayas and ensure strict compliance.
