In accordance to approval of Hon’ble Finance Minister conveyed vide DoE ID No. 2(20)/E/III Desk/2025 dated 22.04.2026, and forwarded by DoPT ОМ nо. -11011/09/2024-CRD dated 28.04.2026 revised structure of Postal Engineering Wing under Department of Post, Ministry of Communication is as under after the cadre review-

^ post of Junior Draftsman (Civil) shall be abolished after superannuation of current incumbent.
$ Service may be outsourced.
* 1 post of Wireman (L-2) shall be abolished after superannuation of current incumbent.
2. The above structure is subject to the following conditions:
(i) The decision taken in Cadre review of P&T BWS to declare the Service dying and stopping recruitment in that service shall not be altered. The Service P&T BWS shall be phased out with superannuation of incumbents.
(ii) Posts of Level 11 of P&T BWS is decadred to the extent recommended above and shall be as GCS for filling by the feeder cadres of Civil Wing DoP.
(iii) RRs of the posts shall be revisited as per the recommendations and DoPT guidelines through the established procedure. Provision of deputation as failing to promotion to be added to address vacancy issues, if any.
(iv) The present distribution of Divisions and Sub Division under Postal Engineering Wing to be revisited based on workload/project cost. DoP should prepare the work norms within the strength recommended above. Arrangement of AE and JE working independently to be explored.
(v) DoP will continue to take up the matter with CPWD for complete transfer of functions of Postal Engineering Wing or encadrement of vacant posts in phased manner for the DoP specific works. The decision taken by CRC to stop recruitment in Group B/C do not require a review. Shortage of manpower can be met by CPWD through encadrement failing which deputation/outsourcing. This position, however, will be reviewed after three years.
(vi) If CPWD agrees to take over the entire Postal Engineering Wing, the requirement of supporting staff shall be met providing posts to CPWD. However, in case CPWD agrees for only JE/AE/EE posts, the number of supporting staff approved above to be phased to the extent their requirement to support JE/AE/EE level officers only, as SE and CE of P&T BWS are being phased out.
This notification issues with the approval of Competent Authority.
