Minimum guaranteed pension to Pre-2006 Commissioned Officers / Family Pensioners: Instructions of Pr. CDA

Subject:- Implementation of the Govt. decision on the recommendations of Committee on the issue related to Defence Service personnel and Ex- Servicemen – Minimum guaranteed pension to Pre-2006 Commissioned Officers / Family Pensioners.

Reference:- This office circular No. 397 dated 18.11.2008 and last amendment vide this office Circular No. 452 dated 21.02.2011 and No. 453 dated 22.02.2011.

 
       Copy of MOD letter No1 (11)/2012-D(Pen/Policy) dated 17.01.2013 on the above subject is forwarded herewith for further necessary action at your end. 
2. In this context, kindly refer to the Ministry of Defence letter. No 17(4)/ – 2008(1) /D(Pen / Policy) dated 11.11.2008 as last amended vide Ministry’s letter of even number dated 18.01.2011 and dated 15.11.2010 on the above subject matter which have been circulated vide this office circulars quoted under reference. The rates of minimum guaranteed pension/family pension in terms of Para 5 of MOD letter dated 11.11.2008 for Commissioned Officers have been provided in various Annexures of the above cited Government letters. 
3. Now, as per this GOI, MOD letter dated 17.01.2013 the minimum guaranteed pension and ordinary family pension in respect of Pre-2006 Commissioned officers, pensioners/ family pensioners has been determined as 50% (fifty) and 30% (thirty) percent respectively, of the pay in the pay band corresponding to minimum of pre- revised pay scale as indicated under fitment tables annexed with SAI 2/S/2008 as amended and equivalent instructions for Navy & Air Force and SAI 4/S/2008, plus Grade pay corresponding to the pre-revised scale from which the pensioner had retired/ discharged/invalided out/died including Military Service Pay, wherever applicable. 
4. Accordingly, the minimum pension/ Family pension for Pre-01.01.2006 retired/ discharged/ invalided out service personnel and family pensioners will be revised as given in the tables indicating minimum guaranteed pension/ordinary family pension annexed to the above cited GOI letter as follows- 
1. Annexure-A (For Pensioners of Regular Commission other than AMC/ADC/RVC/TA/MNS)
2. Annexure-B (For Pensioners of AMC/ADC/RVC), 
3. Annexure-C (For Pensioners of TA) 
4. Annexure-D (For Pensioners of MNS) 
5. Annexure-E (For Pre-1996 EC/SSC Pensioners)
6. Annexure-F  (For Post-1996 EC/SSC Pensioners)
7. Annexure-G (For Post-1996 EC / SSC Pensioners of AMC/ADC/RVC)
In view of above all Pension Disbursing Agencies are hereby authorized to step up the pension / family pension of the affected Pre-2006 pensioners with effect from 24.09.2012 where the existing pension are being paid to the pensioners in terms of Ministry of Defence above quoted letter dated 11.11.2008 as amended, is less than the rate of pension indicated in above said annexure, accordingly the cases for revision of Pension / Family Pension, as per these orders may please be reviewed at your end. 
5. All other subsidiary payment instructions will be the same as already circulated vide this office circulars quoted under reference. 
6. It is also requested that copy of this circular may please be circulated to all the PDAs under your jurisdiction in order to ensure prompt action for the revision of pension/family pension. 
7. This circular has been uploaded on PCDA (P) website www.pcdapension.nic.in for disseminated across the Defence pensioners and PDAs.

    is there any proposal for the grant of pension to short service commissioned officers commissioned before 2004 after completion of their 10-14 years of service?

    is there any proposal for grant of permanent commission to short service commissioned officers of the executive cadre commissioned before 2004?
