NOTIFICATION

New Delhi, the 7th August, 2020

G.S.R. 497(E).—In exercise of the powers conferred on the Ministry of Railways (Railway Board), and in supersession of this Ministry’s Notifications dated the 13th April 2007, the 17th July 2008, the 5th October 2010 and the 27th April 2015, the following Recruitment Rules are hereby made for the post of Managing Director, Centre for Railway Information Systems (CRIS), a society registered under the Societies Registration Act, XXI of 1860.

(1) Short title and commencement:

(a) These rules may be called the ―Recruitment Rules for the post of Managing Director (MD), Centre for Railway Information Systems (CRIS), 2020.

(b) These rules shall come into force on the date of their publication in the Official Gazette.

(2) Title of the post: Managing Director, CRIS.

(3) Pay Scale: Rs.2,05,400-2,24,400/-(with Central DA) in Level 16 of the 7thCPC Pay Matrix.

(4) Mode of appointment: Absorption/Deputation/Direct Recruitment

(5) Method of recruitment:

(a) The post shall be filled by the method of selection.

(b) The Ministry of Railways shall constitute a Search-cum-Selection Committee for conducting selection to fill up vacancy of the post. The Search-cum-Selection Committee shall comprise of Chairman, Railway Board as Chairman of the Committee and include Member (Traffic)/Railway Board, Secretary/DOP&T and Secretary/Electronics & IT as Members. The Search-cum-Selection Committee may devise their own procedure for selection. The Committee shall recommend a suitable candidate for appointment and, if considered appropriate, another candidate in the standby panel. Approval of the Appointments Committee of the Cabinet shall be required for the appointment.

(c) The panel recommended by the Search-cum-Selection Committee shall be valid for one year.

(6) Employment status: The applicant must, on the date of application, as well as on the date of interview, be employed in a regular capacity –and not in a contractual/ad-hoc capacity –in one of the followings:-

(a) Central Public Sector Enterprise (CPSE) (including a full-time functional Director in the Board of a CPSE);

(b) Central Government including the Armed Forces of the Union and All India Services;

(c) State Public Sector Enterprise (SPSE) where the annual turnover is *Rs 2000 crore or more;

(d) Private Sector in company where the annual turnover is *Rs 2000 crore or more. Preference would be given to candidates from listed Companies.(* The average audited annual turnover of three financial years preceding the calendar year in which the post is advertised shall be considered for applying the approved limits)

(e) All eligible serving Railway officers as also officers working as Directors in CRIS on absorption basis would be considered as internal candidates.

(7) Qualification:

(i) Bachelor of Engineering or Bachelor of Technology in Electronics and Communication or Information Technology or Computer Science or Computer Engineering or Electrical and Electronics or Electronics or Master’s Degree in Computer Applications from a recognized Institution.

(ii) Applicants from the Central Govt./Armed Forces of the Union/All India Services will be exempted from the educational qualification as per (i) above provided the applicants have the relevant experience as mentioned in Para 8 (i) below.

(8) Experience:

(i) Applicants from Central Govt./Armed Forces of the Union/All India Services should possess adequate experience at a senior level of management in a large organization of repute. Professional experience in and exposure to IT systems including design development and implementation of IT systems would be given due weightage during selection.

(ii) Applicants from CPSEs/SPSEs/Private Sector should possess twenty five years of experience in the area of Information Technology or System Implementation of which at least five years as the Chief Executive of an Information Technology related organization during the preceding ten years.

(9) Eligible Pay Scales:

(i) Applicants from Central Government/All India Services should be holding a post of the level of Additional Secretary in Government of India or carrying equivalent scale of pay on the date of application.

(ii) Applicants from the Armed Forces of the Union should be holding a post of the level of Lt. General in the Army or equivalent rank in Navy/Air Force on the date of application.

(iii) Applicants from CPSEs should be working in the scale of pay of Rs.62,000-80,000/-(IDA –post 01.01.2007) or Rs.1,50,000-3,00,000/-(IDA post 01.01.2017) or higher.

(iv) Applicants from Autonomous Bodies/Societies under the Central/State Government in HAG equivalent grade/pay scale or higher would be eligible.

(v) Applicants from State Public Sector Enterprises/Private Sector should be working at a Board level position on the date of application.

(vi) Government officers working on deputation in PSUs/ autonomous bodies etc. would be treated at par with their peers in the parent cadre and on the basis of their grade/ pay scale in the parent cadre.

(10) Age Limit:

Not more than 56 years for internal candidates and 55 years for others as on the closing date of the Vacancy Notice.

(11) Period of Appointment:

The period of appointment shall be 5 years or till the officer attains the age of superannuation, whichever is earlier. The age of superannuation will be 60 years.

(12) Extension of tenure:

Authority to approve extension of tenure will vest in the ACC.

(13) Powers to relax/modify:

Authority to relax and/or modify these Rules shall vest in the Central Government.

(14) Note:

(a) Applicants would be required to submit applications in the prescribed format and state in detail the work done and experience gained in the relevant field. They would also be required to submit documents in support of their eligibility.

(b) Applicants from Government Service, Public Sector Undertakings and Autonomous Bodies/ Societies will be required to submit their applications through proper channel along with relevant documents including service certificate and attested copies of APARs.

(c) Cut off date for eligibility will be the closing date for submission of applications as per the Vacancy Notice. Original Rules were notified vide GSR No. 487(E) dated 13.04.2007 and amended vide GSR No. 152 dated 17.07.2008, GSR No. 185 dated 05.10.2010 and GSR No. 332(E) dated 27.04.2015.
