New Delhi, the 29th October, 2020

G.S.R. 157 .-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of:

  • Directorate of Employment, Directorate General of Employment and Training (Sub-Regional Employment Officer and Assistant Employment Officer, Coaching cum Guidance Centre for Scheduled Castes and Scheduled Tribes) Group-B posts Recruitment Rules, 2003;
  • Coaching-cum-Guidance Centre (Group ‘C’ ‘D’ posts) Recruitment Rules, 2004 in so far as they relate to the post of lnstructor Stenography;

and, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Sub-Regional Employment Officer, Assistant Employment Officer and Instructor Stenography in the National Career Service Centres for Scheduled Castes/Scheduled Tribes, Directorate of Employment, Directorate General of Employment, Ministry of Labour and Employment, namely:-

  1. Short title and commencement.-(1) These rules may be called the Directorate General of Employment, National Career Service Centres for Scheduled Castes/Scheduled Tribes (Group ‘B’ Posts) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

  1. Application.-These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
  2. Number of post, classification and level in pay matrix.- The number of post, classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.
  3. Method of recruitment, age-limit, qualifications etc.-The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
  4. Disqualifications.-No person,-
    • who has entered into or contracted a marriage with a person having a spouse living; or
    • who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

  1. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
  2. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex­ Serviceman and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Essential: (i) Master’s Degree in Social Welfare or Social Work or Sociology or Labour Welfare or Economics or Statistics or Psychology or Commerce or Education of a recognized University;

(ii) Three years’ experience in matters pertaining to:

(a) Collection, analysis and interpretation of data or socio-economic investigation or research relating to demographic, employment and manpower problems; or

(b) Employment Service Operations including Employment Market Information; or

(c) Vocational Guidance and Employment Counselling; or

(d) Personnel Organization and Management. Desirable: Knowledge of Computer Operation.

Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission m case of candidates otherwise well qualified.

Note 2: The qualifications regarding experience is/are relaxable at the discretion of the Union Public Service Commission m case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.

Age: No.
Educational Qualification: No.
Two years for direct recruits 20% by promotion failing which by deputation including short term contract (ISTC); and 80% by deputation including short term contract (ISTC) /absorption failing which by direct recruitment.

Promotion:

Assistant Employment Officers of the National Career Service Centres for Scheduled Castes/Scheduled Tribes in Level 6 with five years regular service in the grade having successfully completed two weeks of training in the field of duties and responsibilities of the promotional post, as decided by Ministry of Labour and Employment, from the National Institute for Career Services, Noida or at any of the National Career Service Centres for SC/ST under the Directorate General of Employment.

Note 1: The eligibility service shall continue to be three years for persons holding the feeder post of Assistant Employment Officer on regular basis as on the date of notification of these rules.

Note 2: Where juniors who have completed their qualifying/ eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have already completed such qualifying or eligibility service. Deputation Including Short Term Contracts (ISTC)/Absorption: Officers of the Central Government, State Governments, Union territories, Autonomous Bodies or Statutory Organisations, Public Sector Undertakings, Government Universities or Recognised Research Institutions:

Group ‘B’ Departmental Promotion Committee for considering promotion consists of:

1. Director General of Employment, Directorate General of Employment, Ministry of Labour & Employment – Chairman

2. Director of Employment, Directorate of Employment, Ministry of Labour & Employment – Member

3· Deputy Secretary, Directorate General of Employment, Ministry of Labour & Employment – Member

4. Deputy Secretary (Administration), Ministry of Labour & Employment (Main) – Member

Group ‘B’ Departmental Confirmation Committee for considering confirmation consists of:

1. Director General of Employment,Directorate General of Employment, Ministry of Labour

& Employment – Chairman

2. Director of Employment, Directorate of Employment, Ministry of Labour & Employment – Member

3. Deputy Secretary, Director General of Employment, Ministry of Labour & Employment – Member

4. Deputy Secretary (Administration), Ministry of Labour & Employment (Main) – Member

Consultation with Union Public Service Commission necessary while making direct recruitment.
(a) (i) Holding analogous posts on regular basis in the parent cadre or department; or (ii) With five years’ regular service in Level 6 of the pay matrix or equivalent in the parent Cadre or Department; and

(b) Possessing the educational qualifications and experience prescribed for direct recruits under Column 7.

Note 1: The Central Government or State Government or Union territories officers shall only be considered for absorption.

Note 2: The Departmental Officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

Note 3: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of applications.

Director of Employment, Directorate of Employment, Ministry of Labour & Consultation with Union Public Service Commission is not necessary.
