CIRCULAR
Subject: Clarification on testing requirements under Public Procurement (Preference to Make in India) Order (PPP- MII) for CCTV Cameras – reg.
The Ministry of Electronics and Information Technology (MeitY) has notified CCTV Cameras under the Public Procurement (Preference to Make in India) Order (PPP- MII) for computation of value additions norms and compliance to Essential Requirements (ERs) for Security vide notification dated 6th March, 2024. Subsequently, CCTV Cameras were also notified under the schedule of the “Electronics and IT Goods (Requirements for Compulsory Registration) Order, 2021” vide Gazette Notification dated 9th April, 2024 for compliance to the Essential Requirements (ERs) for Security, as notified in PPP- MII, in addition to exiting safety requirements (IS 13252:part 1: 2010). The said Orders have already come into effect from 7th June, 2024 (PPP- MII) and 9th April, 2025 (CRO), respectively.

As per Section 5 of Gazette Notification S.O. 1119(E) specifying the requirement of Public Procurement (Preference to Make in India) Order (PPP- MII) for CCTV Cameras, the security testing report for CCTV/VSS is to be issued by the Standardisation Testing and Quality Certification (STQC) Directorate or any other agency notified by MeitY from time to time. Further, the validity of the test report issued by STQC is three years from the date of issuance of the test report. Subsequently, STQC started issuing certificates to the manufacturers for the Public Procurement (Preference to Make in India) Order (PPP- MII) under its IoT System Certification Scheme (IoTSCS).
3. STQC is issuing test reports to the manufacturers for grant of registrations under CRO as well.
4. Since the Essential Requirements (ERs) for Security under CRO and Public Procurement (Preference to Make in India) Order (PPP-MII) are same, thus, to bring in uniformity in the process for registration under CRO and PPP-MII Order, it is clarified that henceforth, STQC will issue the test report for Security as per the Essential Requirements (ERs) under CRO which would be applicable for compliance to PPP-MII. For clarity, the security certifications issued by STQC would have no linkages with the value additions requirement for the PPP-MII.
This issues with the approval of the Competent Authority.
