Sub:- Strengthening of administration by periodic review under Rule 1802(a)/ 1803(a)/ 1804(a)-R.II, 1987 Edition.

Attention is invited to Railway Board’s instructions dated 17.10.1989 (Para-7), which stipulates that members of the Divisional, Headquarters and Workshop Review/ Representation Committees of the appropriate level should not be drawn from the same division/ workshop/ Hars but from the adjacent division, railway establishment, zone, workshop, production unit etc.  as the case may be, except for departmental representative who will be of the appropriate rank in JAG/ Senior scale of the Division/ Workshop/ HQrs etc. itself.

2. In context of Board’s above instructions, references have been received in Board’s office from some of the Zonal Railways, submitting that divisions in their railways have been paired up to conduct service review but due to this pairing, the entire process of review becomes lengthy and gets delayed.

3, The matter has been examined in Board’s Office. It is decided that the officer nominated as member of the Committee may be from the same division, but should not be amongst those who exercise direct/ immediate control or supervision over the officers being screened. Further, Committees should be constituted in such a manner so as to ensure that there is an element of fairness in the review and there is no claim of arbitrariness of action by the employee.

4. This disposes of WR’s letter No. WR/HQ/ESTT/526/2020 (109435) dated 30.09.2021 & No. WR-HQOESTT/526/2020 dated 10.03.2022.
