Sub: – Counting of service rendered as Sr. SO(A) in the old unit for grant of Level-9 on non-functional basis in new unit.

Please refer to Board’s letter RBE No. 39/2021 dated 21.06.2021 (F. No. PC-VII/2021/I/1/2

regarding grant of Level-9 of Pay Matrix (PB-2/GP-5400) on non-functional basis to Senior Section Officer (Accounts), Senior Travelling Inspector (Accounts) and Senior Inspector (Store Accounts) on completion of 04 years service in Level-8 (PB-2/GP-4800).

2. Subsequent to issue of the letter RBE No. 39/2021, a few field units have referred cases of certain Senior Section Officers (Accounts) who after inter railway transfer (IRT) on ‘own request’ joined new unit in lower post (Junior Accounts Assistants/Accounts Clerk), promoted again to the post of Senior Section Officer (Accounts) in the new unit and sought clarification whether the services rendered as Senior Section Officer (Accounts) in the old unit before IRT can be counted for the purpose of calculating 04 years in order to grant them Level-9 (PB-2/GP-5400) on non-functional basis.

Above issue has been examined in light of the provisions contained in Para 312 (Transfer on Request) of Indian Railway Establishment Manual (IREM) Vol.I and Board’s letter RBE No.34/2006 dated 21.03.2006 (F. No. E(NG)I-2006/PM1/5) regarding counting of service rendered in the old unit on ‘own request transfer’ for the purpose of qualifying service for promotion in new unit. In the instant case, Senior Section Officers (Accounts) after IRT join new unit in lower post (Junior Accounts Assistants/Accounts Clerk) and they are placed below the lower post (Junior Accounts Assistants/Accounts Clerk) of the new unit. Therefore, the past service rendered as Senior Section Officer (Accounts) in PB-2/GP-4800 (Level-8) cannot be taken into cognizance for grant of non functional scale of PB-2/GP-5400 (Level-9) in the new unit as they are placed below Junior Accounts Assistant/Accounts Clerk in the new unit.

4, This issues are in concurrence with Management Services and Establishment (NG) Directorates of Railway Board.

    It is really Pathetic that Law Graduates are not similarly treated even though they are better put up than Section Officers/Sr.S.O’sof Accounts and not granted Grade Pay of Rs. 4800 and Rs. 5400.It is fair and Justified to grant all CLA’ who are appointed prior to 1996 GP Rs. 4800 and to Master degree holders GP Rs. 5400.In addition to that non Practising allowance on par with Doctors. Matter needs early consideration of Railway/Finance Ministries.
