Directive -59

Sub: Dress regulation of RPF

In exercise of the powers conferred under Rule 28 of the RPF Rules, 1987 (as amended from time to time) read with Section 8 of the RPF Act, 1957 (as amended from time to time) and in continuation to the dress regulation for RPF issued vide Letter No. 2005/ Sec (Spl)/6/76 dated 23.03.2007, the following provisions are being added to the existing dress regulation with the condition that in case of conflicting provisions in these paragraphs vis-a-vis the paragraphs issued earlier, the provisions in the following paragraphs will prevail:

Implementation of the recommendations of the Seventh Central Pay Commission -Dress Allowance vide letter No. PC- VII/ 2017/ IU/7/ 5/ 7 dated 03.10.2017 (Annexure XI)

47. List of items of basic uniform to be surrendered in lieu of dress allowance vide 2017/Sec (Spl)/ Dress Regulation Allowance dated 15.10.2018 (Annexure XII)
48. SOP formulated for issuing and stitching of Commando Uniform Items for CORAS companies vide this office letter No.NO. 2019/Sec (ABE) /TRG I8I 1pt dated 14. 11.2019. {Annexure XIII)
49. Permission to RPF constables to wear single ribbon after receipt of 1st MACP and two ribbons after 2nd MACP issued vide this office letter No.No.20 16/ Sec(Spl)/ Uniform Scale Pt- I dated 01.01.2020. (Annexure XIV)
50. Badges of rank to be worn by IRPFS Officers issued vide this office letter No.2020/Sec(Sp l)/6 /!(Uniform Scale/ IRPFS) dated 02.01.2020. (Annexure XV)
51. Battle fatigue dress to be worn by RPF/RPSF personnel:

The following dress regulation is hereby being issued for Battle Fatigue Dress to be worn by RPF/ RPSF personnel:

(i) The digital pattern of the uniform and QR/ Specification finalized after extensive deliberations and wide consultation with field units and other CAPFs is suitable for the RPF personnel. The sample of the pattern is enclosed at Annexure -XVI
(ii) The details of QR / Specification of Cloth (NYCO) issued by Ministry of Home Affairs, Police Modernization Division, New Delhi vide Lr. No. U-II-(Spec) / 2013- 14-Prov (COBRA) 2011 dated 15.10.2015 at Annexure-XVII along with Technical Specification for the Digital Design of disruptive pattern battle fatigue selected for RPF & RPSF at will be followed by RPF/ RPSF mutatis mutandis. NYCO FABRIC DISRUPTIVE PATTERN BLEND 50:50

width 150 ems, print in VAT DYES will be used as the print in pigmen t dyes is not suitable. VAT DYES will ensure colour fastness properties better throughout the life of thefabric and serve its purpose.

(iii) The standard measurement of Battle Fatigue uniform in RPF/ RPSF is enclosed as Annexure-XVIII.
(iv) The Battle Fatigue dress will be given to non Gazetted RPF/ RPSF personnel once every 3 years. The following will be part of Battle Fatigue dress:

Gazetted officer should wear:

  1. Battle Fatigue Cap
  2. Battle fatigue uniform
  3. Ammunition boot black
  4. Black socks
  5. Black nylon belt
  6. Embroidered name tape
  7. Embroidered shoulder flap disruptive pattern
  8. Embroidered Badge rank cloth
(v) GOs/SOs/ORs will wear the Battle Fatigue dress as per the following schedule:

  1. Gazetted Officers:

    1. On election duty
    2. In co-ordination meetings with Para Military and Defence Forces
    3. Firing range
    4. Law and order/Bandobast/Crowd control duty
    5. One day every week on Friday
    6. Other duties as directed by DG/ RPF from time to time.
  2. Non Gazetted personnel:
    1. On election duty
    2. Train escort
    3. Firing Range
    4. Law and order duty with Para Military Forces
    5. Bandobast duty
    6. Other duties where visible presence of uniform is needed as decided by the PCSC from time to time.
    7. Other circumstances as directed by DG/ RPF from time to time.
    8. Every Friday for all staff working in field as well as staff working at Divisional/ Zonal/ PUs/ BN HQrs & Training Centers.
(vi) Officers and staff including RPF/ RPSF posted in sensitive areas such as J&K and some parts of the North Eastern region or in specific areas as decided by concerned PCSCs from time to time, shall wear only battle fatigue uniform for all kind of duties except intelligence duty or duties where concealment of presence or merging with the local population is necessary.
(vii) Members of the Force serving in Railway Protection Special Force shall wear the same uniform as RPF personnel except shoulder title and RPSF ensign on right hand sleeve.
(viii) Battle fatigue uniform is excluded from the dress allowance in so far as non gazetted RPF personnel are concerned.
(ix) One set of the uniform shall be provided to non gazetted staff once everv 3 years.
(x) Battle fatigue uniform shall be worn as working uniform and shall not be worn on ceremonial occasions.
(xi) No unauthorized ornamen t, emblem, sign or mark shall be worn with the uniform.
(xii) Medal Riband& DG’s Insignia can be worn on the battle fatigue uniform as per entitlement.
(xiii) No superior officer or member of the Force shall appear at any time dressed partly in uniform and partly in civilian clothes. Any form of uniform other than the prescribed one will not be worn.
(xiv) All members of the Force issued free uniform shall keep it in a serviceable condition for the period of serviceability prescribed for each item.
(xv) In the event of an article having to be replaced before the expiry of its period of serviceability, arising out of loss or damage due to negligence or due to careless maintenance on the part of the member or due to any other reason, the concerned member will have to procure the concerned article of uniform by covering the expenses from his own money.

In principal approval of the Ministry of Railways for provision of Battle Fatigue Uniform for RPF/ RPSF personnel (except CORAS) by prolonging the eligibility period of uniform items currently being supplied to them. (Annexure XIX)

The Director General/ RPF reserves the right to relax, modify or withdraw any or all provisions of Dress regulation of RPF issued vide office Letter No. 2005/ Sec (Spl)/6/ 76 dated 23.03.2007 read with the provisions mentioned above.
