INDIAN LABOUR CONFERENCE

74. SHRI V K SREEKANDAN:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:

(a) whether it is a fact that the Indian Labour Conference has not been held for the last ten years and if so, the details thereof;

(b) whether it is also true that the 46th edition of the conference was held in the year 2015 and if so, the details thereof;

(c) whether it is a fact that almost all the Central Trade Unions had urged the Government to organise the conference to uphold the traditions of tripartism and also to address pressing labour issues, if so, the details thereof;

(d) whether it is also a fact that conducting periodical discussions with the Trade Unions on important labour policies/issues is different from holding Indian Labour Conference; and

(e) if so, the details thereof along with the steps taken/being taken by the Government to organise the Indian Labour Conference?

(a) & (b): Yes, the 46th Session of the Indian Labour Conference (ILC) was held in New Delhi from 20-21 July, 2015.

(c) to (e): Yes, requests have been received from Central Trade Union Organizations for convening the ILC. The Government has been holding tripartite consultations involving representatives of the Government, employers, and workers to deliberate on important labour policies/issues from time to time.

क्या श्रम और रोजगार मंत्री यह बतानेकी कृपा करेंगे कि:

(क) क्या यह सच है कि पिछले दस वर्षों से भारतीय श्रम सम्मेलन आयोजित नहीं किया गया है और यदि हां, तो तत्संबंधी ब्यौरा क्या है;

(ख) क्या यह भी सच है कि सम्मेलन का 46वां संस्करण वर्ष 2015 में आयोजित किया गया था और यदि हां, तो तत्संबंधी ब्यौरा क्या है;

(ग) क्या यह सच है कि लगभग सभी केंद्रीय ट्रेड यूनियनों ने सरकार से त्रिपक्षीय परंपरा को बनाए रखने और श्रम संबधी ज्वलंत मुद्दों के समाधान के लिए सम्मेलन आयोजित करने का आग्रह किया था, यदि हां, तो तत्संबंधी ब्यौरा क्या है;

(घ) क्या यह भी सच है कि महत्वपूर्ण श्रम नीतियों/मुद्दों पर ट्रेड यूनियनों के साथ समय-समय पर चर्चा करना भारतीय श्रम सम्मेलन आयोजित करने से भिन्न है; और

(ङ) यदि हां, तो तत्संबंधी ब्यौरा क्या है और सरकार द्वारा भारतीय श्रम सम्मेलन आयोजित करने के लिए क्या कदम उठाए गए/उठाए जा रहे हैं?

(क) और (ख): भारतीय श्रम सम्मेलन (आईएलसी) के 46वें सत्र का आयोजन 20-21 जुलाई, 2015 को नई दिल्ली में किया गया था।

(ग) से (ङ) जी हां, भारतीय श्रम सम्मेलन (आईएलसी) के आयोजन के लिए केन्द्रीय ट्रेड यूनियन संगठनों से अनुरोध प्राप्त हुए हैं। सरकार समय-समय पर महत्वपूर्ण श्रम नीतियों/मुद्दों पर विचार-विमर्ष करने के लिए सरकार, नियोक्ताओं और कामगारों के प्रतिनिधियों को शामिल करते हुए त्रिपक्षीय परामर्श करती रही है।
