Allowing PwDs holding UDID card to travel in unreserved coaches earmarked for PwDs: Addendum to Commercial Circular No. 11 of 2026 vide Railway Board Order dated 30.07.2026

(ADDENDUM TO COMMERCIAL CIRCULAR NO. 11 of 2026)

Sub: Allowing PwDs holding UDID card to travel in unreserved coaches earmarked for PwDs.

Vide Commercial Circular No. 11 of 2026 clarification regarding Persons with Disabilities (PwDs) holding UDID cards and valid authority to travel was issued for travelling in normal Mail/Express trains in SLRD/LSLRD coaches.

2. It is further clarified for the trains running on suburban sections and ordinary passenger trains, the following PwDs shall be considered as bonafide passengers for travelling in coaches earmarked for PwDs:-

• PwDs who have been granted concessional fare facility (as per extant guidelines), holding concession certificate in the prescribed proforma or Railway Divyangjan Card issued by Indian Railways.
• PwDs holding valid UDID cards issued by Department of Empowerment of Persons with Disabilities (DEPwD), who have not been extended concessional fare facility by the Railways.

2.1 Both the above categories of PwDs should, however, carry the valid identity proof viz. UDID card or Railway Divyangjan card or concession certificate in the prescribed proforma and also a valid authority to undertake the journey e.g. journey ticket/season ticket etc. Action against other passengers (not authorized to travel in such coaches) found travelling in these coaches shall be taken as per provisions of Railway Act, 1989. It is reiterated that these instructions enable PwDs holding valid UDID cards issued by DEPwD to undertake the journey in the coaches earmarked for PwDs, but do not extend concessional fare facility to them. They should procure a valid authority to travel on payment of due fare before boarding the train.

2. Necessary instructions may be issued to all concerned accordingly.
