Restoration of OPS

Will the Minister of Finance be pleased to state:

(a) the official stance, fiscal calculations, and policy analysis conducted by the Central Government regarding the growing demands from Central and State Government employees for the restoration of the Old Pension Scheme (OPS);

(b) the core structural infirmities, market risks, and annuity deficits identified by employee federations within the current National Pension System (NPS);

(c) whether any high-level review committee has been constituted to modify the NPS to guarantee a defined, inflation-linked minimum pension to employees without burdening State finances and if so, the status of its report; and

(d) the total corpus accumulated under the Pension Fund Regulatory and Development Authority (PFRDA) from Central employees’ contributions as of date?

(a) to (c) The Government had moved away from Old Pension Scheme (OPS) due to its unsustainable fiscal liability on the Government exchequer. The restoration of OPS in the States falls exclusively under State policy discretion. However, Comptroller and Auditor General (CAG), in its recent State Finance Audit Reports, has highlighted the fiscal implications of reversion to OPS by the States. The National Pension System (NPS) is a defined contribution-based scheme which was introduced for Central Government employees (except armed forces) joining service on or after 01.01.2004. With a view of improving upon the pensionary benefits for such employees, a Committee was constituted under the chairpersonship of the then Finance Secretary to suggest measures to modify the NPS. Based on the deliberations of the Committee with stakeholders, Unified Pension Scheme (UPS) has already been introduced, w.e.f. 01.04.2025, as an option under NPS with the objective of providing inflation linked defined benefits with a minimum assured payout of Rs. 10,000/- per month, after retirement to the Central Government employees covered under the NPS. The UPS is a fund-based payout system that relies on the regular and timely accumulation and investment of applicable contributions made by both the employee and the employer (Central Government) to provide an assured monthly payout after retirement.

(d) The total Asset under Management under NPS for Central Government employees as on 26.07.2026 is Rs. 3.65 lakh crores.

(क) केंद्र और राज्य सरकार के कर्मचारियों की ओर से पुरानी पेंशन योजना (ओपीएस) को बहाल करने की बढ़ती मांगों के बारे में केंद्र सरकार का आधिकारिक रुख, वित्तीय मूल्यांकन और नीतिगत विश्लेषण क्या है;

(ख) कर्मचारी संघों द्वारा वर्तमान राष्ट्रीय पेंशन प्रणाली (एनपीएस) में चिन्हित की गई मुख्य संरचनात्मक कमियां, बाजार के जोखिम और एन्युइटी (वार्षिकी) की कमी क्या है;

(ग) क्या राज्य के वित्त पर बोझ डाले बिना कर्मचारियों को महंगाई संबद्ध निश्चित न्यूनतम पेंशन की गारंटी देने के लिए एनपीएस में संशोधन करने के उद्देश्य से किसी उच्च-स्तरीय समीक्षा समिति का गठन किया गया है और यदि हां, तो इसकी रिपोर्ट की स्थिति क्या है; और

(घ) केंद्रीय कर्मचारियों के योगदान से पेंशन निधि नियामक और विकास प्राधिकरण (पीएफआरडीए) के अंतर्गत अब तक कुल कितनी धनराशि जमा हुई है?

(क) से (ग): सरकारी राजकोष पर ओपीएस के अवहनीय राजकोषीय दायित्व के कारण, सरकार ने पुरानी पेंशन योजना (ओपीएस) को समाप्त कर दिया था। राज्यों में पुरानी पेंशन योजना की बहाली विशेष रूप से राज्य के नीतिगत विवेकाधिकार के अंतर्गत आती है। तथापि, नियंत्रक एवं महालेखा परीक्षक (सीएजी) ने अपनी हाल की राज्य वित्त लेखा परीक्षा रिपोर्टों में राज्यों द्वारा ओपीएस को वापस करने के राजकोषीय भारों पर प्रकाश डाला है। राष्ट्रीय पेंशन प्रणाली (एनपीएस) एक परिभाषित अंशदान-आधारित योजना है जिसे 01.01.2004 को या उसके बाद सेवा में शामिल होने वाले केंद्र सरकार के कर्मचारियों (सशस्त्र बलों को छोड़कर) के लिए शुरू किया गया था। ऐसे कर्मचारियों के लिए पेंशन संबंधी लाभों में सुधार करने के उद्देश्य से, एनपीएस को संशोधित करने के उपाय सुझाने के लिए तत्कालीन वित्त सचिव की अध्यक्षता में एक समिति का गठन किया गया था। हितधारकों के साथ समिति द्वारा किए गए विचार-विमर्श के आधार पर, एकीकृत पेंशन योजना (यूपीएस) को 01.04.2025 से एनपीएस के अंतर्गत एक विकल्प के रूप में पहले ही लागू कर दिया गया है, जिसका उद्देश्य एनपीएस के अंतर्गत आने वाले केंद्र सरकार के कर्मचारियों को सेवानिवृत्ति के बाद मुद्रास्फीति से संबंधी परिभाषित लाभ प्रदान करना है, जिसके अंतर्गत न्यूनतम 10,000 रू. प्रति माह की सुनिश्चित पेंशन का प्रावधान किया गया है। यूपीएस एक कोष-आधारित भुगतान प्रणाली है, जो कर्मचारी तथा नियोक्ता (केंद्र सरकार) दोनों द्वारा नियमित एवं समयबद्ध रूप से किए गए अंशदान के संचय और उसके निवेश पर निर्भर करती है ताकि इसी व्यवस्था के माध्यम से सेवानिवृत्ति के पश्चात कर्मचारियों को सुनिश्चित मासिक पेंशन प्रदान की जा सके।

(घ): दिनांक 26.07.2026 की स्थिति के अनुसार, केंद्र सरकार के कर्मचारियों के लिए एनपीएस के अंतर्गत प्रबंधन के तहत कुल परिसंपत्ति 3.65 लाख करोड़ रुपये है।

Implementation of Old Pension Scheme

(a) whether the Government intends to implement old Pension Scheme;

(b) if so, the time by which the Government proposes to implement the said scheme and if not, the reasons therefor; and

(c) the number of States which have implemented old pension scheme along with the amount of pension fund deposited with the Government by these States and the time by which the fund is likely to be returned to the States?

(a) & (b) There is no proposal under consideration of the Government of India for restoration of Old Pension Scheme (OPS) due to its unsustainable fiscal liability on the Government exchequer.

(c) The State Governments which have informed the Government/Pension Fund Regulatory and Development Authority (PFRDA) about reversion from National Pension System (NPS) to OPS and the details of pension fund under NPS as on 26.07.2026 are as below:

There is no provision under PFRDA Act, 2013, read along with PFRDA (Exits and Withdrawals under the National Pension System) Regulations, 2015 and other relevant Regulations, vide which the accumulated corpus of the subscribers viz Government contribution, Employees’ contribution towards NPS along with accruals, can be refunded and deposited back to the State Government.

(क) क्या सरकार पुरानी पेंशन योजना को लागू करने पर विचार कर रही है;

(ख) यदि हां, तो सरकार उक्त योजना को कब तक लागू करने का विचार रखती है और यदि नहीं, तो इसके क्या कारण हैं; और

(ग) कितने राज्यों ने पुरानी पेंशन योजना लागू की है और इन राज्यों द्वारा सरकार के पास कितनी पेंशन निधि जमा की गई है और राज्यों को यह निधि कब तक लौटाए जाने की संभावना है?

(क) और (ख): सरकारी राजकोष पर पुरानी पेंशन योजना (ओपीएस) की अवहनीय राजकोषीय देयता के कारण इसे दोबारा लागू करने का कोई प्रस्ताव भारत सरकार के पास विचाराधीन नहीं है।

(ग): सरकार/पेंशन निधि विनियामक और विकास प्राधिकरण (पीएफआरडीए) को राष्ट्रीय पेंशन प्रणाली (एनपीएस) से ओपीएस में प्रत्यावर्तन के बारे में सूचित करने वाली राज्य सरकारों और दिनांक 26.07.2026 तक की स्थिति के अनुसार एनपीएस के अंतर्गत पेंशन निधि का ब्यौरा निम्नानुसार है:

पीएफआरडीए (राष्ट्रीय पेंशन प्रणाली के अंतर्गत निकास और प्रत्याहरण) विनियम, 2015 के साथ पठित पीएफआरडीए अधिनियम, 2013 और अन्य संगत विनियमों के अंतर्गत ऐसा कोई उपबंध नहीं है, जिसके माध्यम से अभिदाताओं के संचित कॉर्पस अर्थात सरकारी अंशदान, एनपीएस में कर्मचारियों के अंशदान के साथ-साथ उपचय को वापस किया जा सकता है और राज्य सरकार को वापस जमा किया जा सकता हो।
