ADDENDUM TO IMPLEMENTATION OF NEWLY REVISED CGHS RATES FOR ECHS EMPANELLED HEALTHCARE ORGANISATION REGARDING CITY-CLASS/TIER MAPPING IN TERMS OF HRA CONTINUATION ORDERS (REFERENCE ANNXURE-1)

1. Please refer the following:-

1.1 Refer Annexure-I of Govt of India, Ministry of Defence, DoESW F.No.22 (16)/2025-D(WE)/Res-II dt 05 December 2025.

1.2 CGHS Office Memorandum F.No. 5-16/CGHS(HQ)/ HEC/2024 (Part I)/I/ 3808906/ 2025 dt 09 Oct 2025 (Copy att).

1.3. Ministry of Finance, Department of Expenditure O.M No. 2/5/2017-E.1I(B) dt 07 Jul 2017- Para 6 Special orders on continuance of HRA (Copy att).

2. In partial modification/ clarification of Annexure-1 to Govt of India, Ministry of Defence, DoESW letter dt 05 December 2025 cited at Para 1.1 and CGHS Office Memorandum dt 09 Oct 2025, it is hereby clarified that for the purposes of city-class/tier mapping and rate applicability in Annexure-1:-

2.1 The following locations shall be treated at par with “Delhi (X-Class/ Tier-1 City)”: Faridabad (Haryana), Ghaziabad (Uttar Pradesh), Noida (Uttar Pradesh) and Gurugram (Haryana).

2.2 Jalandhar Cantt shall be treated at par with “Jalandhar (Y-Class/ Tier-2 City)” for rate-class/tier purpose.

2.3. Goa and Port Blair (Andaman & Nicobar Islands) shall be treated at “Y-Class/Tier-2 City” rates for rate-class/tier purposes.

2.4 Panchkula (Haryana) and S.A.S Nagar (Mohali, Punjab) shall be treated at par with “Chandigarh (Y-Class/Tier-2 City)” for rate-class/tier purposes.

3. All references in Annexure -1 to city class/tier mapping and rate applicable for the above locations shall be read in line with CGHS O.M dt 09 Oct 2025 and Ministry of Finance O.M. cited at Para 1.3. All other contents of the Govt of India, Ministry of Defence, DoESW letter dt 05 December 2025 cited at Para 1.1, including Annexures, remain unchanged.
