Welfare schemes for ex servicemen

(a) As per the information available, there are 22,96,134 ex-servicemen registered in Rajya and Zila Sainik Boards in the country. A List of the welfare schemes for ex-servicemen mainly in the areas of Health, Education and Rehabilitation is at Annexure.
(b) Ex-servicemen also include retired army officers and the expenditure likely to be incurred by the Ministry on ongoing welfare schemes.  The likely expenditure during the year 2012-13 for the various welfare schemes of ex-servicemen would be Rs. 1527.19 Crore.
(c) & (d): Ministry of Defence does not administer any organisation by the name of Ex-Servicemen Welfare Council. Kendriya Sainik Board, headed by Raksha Rajya Mantri, is the apex body, to look after the welfare of Ex-servicemen.

ANNEXURE

ANNEXURE IN RESPECT OF PART (a) OF RAJYA SABHA UNSTARRED QUESTION NO. 2067 FOR 12.12.2012 REGARDING WELFARE SCHEMES FOR EX-SERVICEMEN.

(1)  Health: Ex-Servicemen Contributory Health Scheme (ECHS) to provide cashless medicare to ex-servicemen pensioners and their dependents.
(2)  Education:
(a) Prime Ministerโ€™s Scholarship Scheme: Every year 4000 new scholarships are given     to wards of martyrs and ex-servicemen for pursuing various recognised Professional Degree Courses like B.Tech & MBBS etc.
(b) Reservation of Defence quota seats in medical /dental colleges as Govt. of India nominee for the wards of Defence personnel
(c)  Children Education Allowance (CEA):
Children of all battle casualties, missing/ permanently disabled in action are entitled for educational concessions including full exemption of Tuition fee and Hostel charges up to completion of first degree course. It also provides allowance for books & stationery allowance, uniform etc. 
     (d) Education Grant From Raksha Mantri Discretionary Fund:
Children of Ex-servicemen up to Havaldar Rank are entitled to Education Grant of      Rs. 1000/- per month up to Graduation.
(e) War Memorial Hostels: Messing and accommodation is provided to the children of war widows, war disabled, attributable cases in 35 War Memorial Hostels. Recurring grant @ Rs. 1350/- per month per inmate is provided to the hostel from Armed Forces Flag Day Fund. For wards of non-attributable disabled soldiers also grants are provided @ Rs. 675/- per month per inmate.
(3)        Resettlement and Rehabilitation Schemes:
(a)  Training Programme:
i.                  Officerโ€™s Training.
ii.                JCO/OR Training.
iii.              Ex-Servicemen (ESM) Training.
(b)  Re-Employment:
                                            i.            Central and State Government.
                                          ii.            Re-employment through DGR.
                                        iii.            DGR sponsored Security scheme.
(c)  Loan Related Welfare Schemes:
i.                    Entrepreneur Schemes.
ii.                  Herbal and Medicinal Plants.
iii.                Horticulture.
iv.                Floriculture.
v.                  Franchising.
vi.                Other Business Activities.
  
(d)           Self Employment Schemes:
i.                    Ex-Servicemen Coal Loading and Transportation Scheme.
ii.                  Coal Tipper Attachment Scheme.
iii.                Management of CNG Station by ESM(Officers) in NCR.
iv.                Mother Dairy Milk Booths and Fruit & Vegetable (Safal) shops.
v.                  Allotment of Oil Product Agencies under 8% Defence quota.
vi.                Allotment of LPG Agency under Rajiv Gandhi Gramin LPG VitrakYojana.
vii.              Allotment of Regular LPG, Distributor under 18% quota.
viii.            Sponsorship of ESM(O) of COCO Operatorship.
ix.                Allotment of Army Surplus Vehicles.
(4)        Financial Assistance:
a) Maintenance of Rajya and Zila Sainik Boards in States/UTs including   IEWON.
            b) Financial Assistance from Armed Forces Flag Day Fund(AFFDF)
1.            Financial assistance to institutions:
(a)      Paraplegic Rehabilitation Centres (PRC) at Kirkee and Mohali.
(b)      St Dunstanโ€™s After Care Organisation.
(c)      Cheshire Homes at Delhi, Dehradun, Lucknow.
2.            Financial assistance for serious ailments to the non-pensioners only.
3.            Supply of Honda Activa (Self Starter) Scooter to ESM.
4.            Tool Kit for Ex-Servicemen Technicians.
5.         Financial assistance from Raksha Mantri Descretionary Fund (RMDF) to needy ex-servicemen, widows and wards from RMDF for various purposes, these are:-

    why so much timing taking by RMDF for issuing educational grant of 2013-14, after approved list published .in NET of their URL
