MACP Benefits at right time – Granting MACP upgradation without delay – Dopt Instructions on 18.2.2015

Subject:-MODIFIED ASSURED CAREER PROGRESSION SCHEME FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES-instructions regarding,

This Department on the recommendation of Sixth Central Pay Commission in Para 6.1.15 of its report and in supersession of previous Assured Career Progression Scheme, vide O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009 introduced the Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees which is operational w.e.f. 01.09.2008. MACP Scheme envisages the three financial upgradations at intervals of 10, 20 and 30 years of continuous regular service to all regularly appointed Group “A”, “B”, and “C” Central Government Civilian Employees.

2. As per para 6 of DOPT’s O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009, the Screening Committee would follow a time-schedule and meet twice in a financial year preferably in the first week of January and first week of July of a year for advance processing of the cases maturing in that half. Accordingly, cases maturing during the first-half (April/September) of a particular financial year would be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year would process the cases that would be maturing during the second-half (October-March) of the same financial year.

3. It has come to notice of this Department that the benefits of MACPS are not being granted as per the schedule/provisions in the MACP Scheme leading to dissatisfaction and grievances among the employees. Therefore, Ministrie/Departments are advised to ensure strict compliance to the time limits indicated in MACPS for grant of benefits under this scheme as and when the employees become eligible for such benefits.

    Sir, my name is H K Digarse, working as Assistant Chemist and Metallurgist, class II, grade pay Rs 4800-/
    Got promoted as ACMT on 11 April 2019,
    I got my second MACP on 01.09.2008 next third MACP due on 01.09.2018.
    The matter is send to SPO Gazetted section CSMT, now it came to knew that my APAR of year 2013-14 graded as "Good"
    2014-15,
    2015-16,
    2016-17
    2017-18 of these four latest years APAR graded as "very good" and "out standing"
    Now SPO Gazetted section CSMT said that since my one of the APAR was graded as good so I will not get MACP..
    Moreover they said that I will not get the opportunity for submitting representation since time has lapsed.
    Sir I would like to know that in class 3 staff only 3 years of latest APAR's are considered
    But I have not got seen any letter/ information regarding 5 yrs of APAR's for Gazetted staff.
    Please suggest me that how many years of APAR's are required for Gazetted staff? It's letters …
    Since every where it is mentioned only of 3 years…

  • I already given the representation for timely MACP but they(Office/Ministry)are not granting MACP,I already completed 10 years and 10 months.,now tell me where to go and die,I mean for such type of harrasement where we should complaint?

  • what/where to make complaint if MACP not given even after 6 months has been passed.

  • I was appointed as Accountant in this office on 12-7-1991
    I got first promotion as Sr. Accountant on 30-12-1994 in the GP of 4200/
    I got 2nd MACP in the GP of 4600/ on 30-12-2004 and the monetary benefit w.e.f. 01-09-2008.
    I got 2nd functional promotion on 12-4-2010 in the GP of 4800/ without any increment of 3%. Only difference of GP was allowed at the time of Promotion.
    Please comment what will be the due date of my 3rd MACP

    • You got 3 upgradrations of pay within 19 years, if you are not got 3 promotions than only eligible for 3rd MACP on completion of 30years.

    • Your 3rd upgradrations from 4600 to 4800 it is your 3rd promotion so not eligible for 3rd MACP, upto retirement your MATRIX LEVEL 8 only. you

    I joined Atomic energy Education Society an autonomous body under Department of Atomic Energy on 1.11.1993 as Jr. Steno. On 1.8.2003 I got one financial upgradation as Steno (Gr.II) with grade pay 4200/- and Again in the year September 2011 I got one more grade i.e. Steno (Gr-I) under three-tier-system of stenographer without any monitory benefit with the same grade pay i.e. 4200/-. I want to know whether I am eligible for MACP in 1.8.2013 to the next grade i.e. 4600/-. My name is not listed in the MACP list along with the others who are completing 10 years on 1.8.2013. Kindly guide and suggest. To whom shall I approach. Pushpa

      Ur 101% eligible..give ur representation n refer to the latest Goi order dated 18/2/2015 on timely grant of MACP.

    • As mentioned above as financial upgradation as Steno (Gr.ii) from 1/8/2003 you might have got one addition increment as first upgradation and second you got GP 2800 to 4200, 3rd you are eligible on completion of 30 years from 1/11/2023 as 7th CPC MATRIX LEVEL 7 (GP 4600) with the service condition of very good bench mark.
