Subject: Proposal for creation of a new Buxar Postal Division by bifurcation of existing Bhojpur Postal Division in Bihar Circle-reg.

Sir,

I am directed to refer to Bihar Circle’s letter No. Estt./Creation/Buxar Division/2021 dated 03.01.2025, on the subject mentioned above, and to say that the proposal for creation of a new Buxar Postal Division by bifurcation of existing Bhojpur Postal Division was examined in consultation with Integrated Finance Wing (IFW) of this Directorate. The proposal has been approved by the Competent Authority subject to following conditions:

A. Circle shall take all out measures to increase revenue and improve the overall Expense Coverage Ratio (ECH) of both the Divisions. Circle is requested to review the performance, both financial and workload-wise, of the bifurcated/new Division after one year. The outcome of the review, duly concurred in by CIFA, including ECR figures of one-year, prior and after, bifurcation/creation may be provided to this office, for onward submission to Integrated Finance Wing (IFW) for examination.

B . Circle shall ensure that the expenditure involved in bifurcation is kept to the minimum, and is met from the existing fund allotment. No additional Funds will allotted to the Circle, in this regard. Further, any expenditure towards procurement of an Inspection Vehicle shall be taken up separately for approval of the Competent Authority.

C. The redeployment of Group ‘B’ and ‘C’ staff may be carried out by the Head of the Circle in consultation with CIFA. It may be ensured that diversion of any post(s) does not affect adversely the functioning of the existing offices or otherwise. It may also be ensured that all the posts re-deployed are live, and are not under ‘deemed abolished category’.

2. This sanction issues with the approval of Competent Authority. The advice of Integrated Finance Wing was conveyed vide their Dy. Na.7512A25-26/FACS(P) dated 08.07.2025.
