DoP&T, vide their O.Ms. No. 36012/1/2020-Estt. (Res-II) dated 09.10.2024, 07.01.2025 and O.M. No. 36035/14/2025-PP (Res-II) dated 07.04.2025 had advised all Ministries/Departments to undertake a one-time exercise to assess the requirement of supernumerary posts for granting notional benefit of reservation in promotion to PwBD employees for the period from 30.06.2016 to 16.05.2022.
2. In reference to the (1) above, based on proposal received from Zonal Railways and Production Units, proposals were sent to the DoP&T for getting concurrence from Department of Expenditure (DoE), Ministry of Finance. In response thereto, DoPT vide O.M. No. 36035/14/2025-PP (Res-II) dated 11.03.2026 has conveyed that the proposal of Ministry of Railways for creation of 1023 supernumerary posts, has been agreed to by DoE, vide I.D. Note No. 11(2)/Railways/2025/E.Coord.I dated 27.02.2026.
3. Accordingly, sanction of the Ministry of Railways is hereby conveyed for creation of 1023 supernumerary posts (38 Gazetted and 985 Non-Gazetted) for the purpose of granting notional benefit of reservation in promotion to eligible PwBD employees, in terms of DoP&T’s O.M. dated 17.05.2022 and 28.12.2023.
4. The details of the supernumerary posts created for Railway Board, Railways and PUs, are enclosed at Annexure-A & B.
5. The creation and operation of these supernumerary posts is for the purpose to adjust the lien of PwBD employees who become eligible for notional promotion from the date on or after 30.06.2016 in terms of DoP&T’s OM No. 36012/1/2020-Estt. (Res-II) dated 09.10.2024, when they become eligible to get the benefit of reservation in promotion, till the availability of vacancy in which the promotion is to be made or till they vacate the post on their retirement, further promotion etc. whichever is earlier.
6. Respective Zonal Railways/Production Units will maintain records of these supernumerary posts created with the particulars of the individuals who hold liens against them and the progressive abolition of such posts. In respect of posts created for Railway Board, Secretary/Railway Board will maintain such records.
7. All concerned are requested to take necessary action accordingly and ensure compliance with the above instructions, under intimation to Board’s office.
This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
