Feedback of National Anomaly Committee meeting held on 29th May, Next meeting will be held on 9th June, 2015

As posted in previous post the meeting of National Anomaly Committee meeting was held on 29th May, 2015 and the first feedback of the meeting has been posted by Confederation on his blog.  The meeting was focused on pay anomalies due to MACP & promotion policy implemented Sixth Pay Commission

Discussion in the National Anomaly committee meeting:-

Item No.1. Review of MACP where Grade Pay of Rs. 2000/- is not available like Railways. 
Item No. 2. Grant of Addl. Pay to Loco and Traffic running Staff in Railways. 
Item No. 3. MACP for personnel appointed under LDCE and GBDCE scheme in Railways. 
Item No. 4. Grant of minimum entry pay meant for direct recruits to promotees.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval to the proposal of the Ministry of Finance, Department of Expenditure for reclassification/upgradation of certain cities/towns on the basis of Census-2011, for the purpose of grant of House Rent Allowance (HRA) and Transport Allowance to Central Government employees.

One rank, one pension We are in consultation with defence personnel on its definition. We are committed to it. We are looking for a way where all stakeholders agree. This should not be politicised.
Three days after completing his first year in power, Prime Minister Narendra Modi, in a no-holds- barred interview to The Tribune today, said his government was committed to One Rank One Pension (OROP) for ex-servicemen and that no one should have any doubts about its implementation. The PM said the Congress was politicising OROP. "The previous governments don't have the right to speak about it because they did nothing when they were in power."

Expected DA DR from July-2015 @ 118%-119%: AICPIN released for April-2015

As speculated in last month with March, 2015 AICPIN the Expected DA will be 119% from July, 2015 with small variation in second half of current half yearly.  And as per Press Release by Labour Bureau the All India Consumer Price Index for Industrial Worker (CPI-IW) for April, 2015 increased by 2 points and pegged at 256. The 6% increase in future DA/DR from July, 2015 means DA/DR will be 119% from July, 2015 can expect after April, 2015 CPI-IW Index. The Expected DA/DR Calculator Table is given below:  It is clear that the expectation of 119% is static upto 7 point increase in last 2 months Index, but only 2 or 3 point decline in the May & June, 2015 index will give 5% hike in future DA. The following table is giving the probability 119% DA/DR from July-2015. Readers are requested not to take it final and study the following table. Further, the estimation of two installment of DA/DR from Jul-2015 is important for projected pay and allowances in 7th CPC.

The failure of the NDA government to implement the longstanding demand for one rank, one pension (OROP) in its first year has fanned deep resentment among ex-servicemen who have now decided to boycott official functions, hold rallies and go on hunger strikes in protest.

On Thursday, a 1971 war hero declined to attend a function in Pune where defence minister Manohar Parrikar and Maharashtra chief minister Devendra Fadnavis were to felicitate him. Wing Commander SD Karnik (retd) decided to boycott the function as there was “no action, talk only” by the government on OROP.

The pension scheme is aimed at ensuring that retired soldiers of the same rank and the same length of service receive the same pension, irrespective of their date of retirement. The initial corpus of the scheme is estimated to around Rs 8,300 crore.

Various ex-servicemen groups were hoping that Prime Minister Modi would make an announcement about the implementation of OROP on May 25 during a rally in Mathura to mark the government’s first year in office. The OROP is expected to benefit close to 3 million defence pensioners.

New Delhi: Two war veterans today boycotted a function where they were to be felicitated by Defence Minister Manohar Parrikar, to protest against the delay in implementation of "one rank, one pension" for the armed forces.

  1. One of them is Wing Commander SD Karnik, a 1971 war veteran who was awarded the Vir Chakra, one of India's top gallantry medals. "Since 1973 we haven't got any support from the government. This is downgrading the armed forces. I am hurt," he said.
  2. Prime Minister Narendra Modi was widely expected to announce it on Monday when he addressed a rally in Mathura in Uttar Pradesh, but he didn't.
