EXCEPTION HANDLING MEASURES FOR AADHAR CARD DUE TO NON CAPTURING OF BIOMETRICS OF AGE RELATED ISSUES OR MEDICAL CONDITION OF THE INDIVIDUALS/ NRI CASES

l. Refer to Central Organisation, ECHS letter No 8/49711-DBT/AG/ECHS dated 09 Nov 2018.
2. The Aadhar exception mechanism in the online application for Smart Card has been implemented.  The beneficiary will have to choose Any one of the following options as explained against each :-
(a) Enrolment ID. In case the beneficiary has applied for the Aadhar number but has not been issued and the Aadhar number then he/she has to give the enrolment ID issued by the Aadhar centre and upload the enrolment slip.
(b) Aadhar Exception. Owing to age related issues or medical condition of the beneficiary, if the Aadhar can not be made then either a medical certificate from service hospital will be required to be uploaded or screen shot dully signed with stump of the Aadhar Centre mentioning that Aadhar has been rejected will have to be uploaded. Subsequently option to upload any one of the following documents in lieu will be required to be exercised :-
(i) Voter ID Card issued by the Election Commission of India ; or
(ii) Driving License issued by the Licensing Authority under the Motor Vehicle Act, 1988 (59 of 1988) ; or
(iii) Certificate of ldentity having photo of such individual issued by a Gazetted Officer or a Tehsildar on an official letter Head ; or
(iv) Permanent Account number (PAN) card issued by the income Tax Department ; or
(v) Passport; or
(vi) Ration Card; or
(vii) Bank Passbook or Post Office Passbook with photo; or
(vii) Any other document specified by the department.
3. This information may be disseminated to the environment for information of all ECHS beneficiaries. All Regional Centres will ensure that all polyclinics under them are informed on priority.
