Sub: Posting/Retention of officers in Construction Organisations — reg.
Railway Board vide letter No. 2026/O&M/3/2 dated 28.07.2026 has issued the “Policy for reforms in organisational structure for Execution of Railway Projects.” The policy has been framed with the objective of strengthening Construction Organisations, ensuring continuity of officers associated with construction projects, enhancing accountability and improving the efficiency and timeliness of project execution. It specifically provides a framework for selection, training, retention and transfer of officers in Construction Organisations.
2. Subsequently, vide Board’s Orders contained in letter No. ERB-I/2026/23/25 dated 27.08.2026 (copy enclosed), a Central Selection Board (CSB) has been formed to carry out the selection, suitability assessment, retention and posting of officers of SAG level in Construction Organizations by following the procedure laid down in Board’s letter No. 2026/O0&M/3/2 dated 28.07.2026.
3. For the initial exercise, SAG/NF-HAG Officers of Engineering, S&T, Electrical and Accounts departments from all Zonal Railways/Production Units may be asked to submit their willingness within 21 days for working in the Construction Organization in CR, SECR and ECoR as per proforma given in Annexure C (copy enclosed). A facility of submission of applications is being provided in HRMS (individual’s HRMS account) which can be found as a link under ESS (Employee Self Service). SAG/NF-HAG officers already working in the Construction organisations of these Railways viz., CR, SECR and ECoR may also submit their willingness to continue.
4. Compliance of Board’s directives may please be reported urgently.

ORDER
Ministry of Railways (Railway Board) have decided to form a Cenlral Selection Board (CSB) to carry out the selection, suitability assessment, retention and posting of SAG officers of various departments in Construction Organization.
1.1 The Central Selection Board will consist of the followingi
- AM/Works and AM/Bridge: for selection of officers of Engineering Department
- AM/Works and AM/Signal: for selection of officers of S&T Department
- AM/Finance and PED/Accounts: for selection of officers of Accounls Department
- AM/Traction and AMMorks: for seleclion of officers of Electrical Department
2. The Terms of Reference of the Board would be as under: –
“Central Selection Board (CSB) shall carry out the selection, suitability assessment retention and posting of officers of SAG level in Construction Organizations, by following the procedure laid down in Board’s lefter No. 2026/O&M/3/2 dated 28.07.2026.”
3. The Central Selection Board shall function as a Standing Board
4. The Headquarters of the Board will be at New Delhi.
5. CRB & CEO Confidential Cell, Railway Board will be the Nodal Branch/Cell for functioning of the Board. Therefore, submission of report of the Board for consideration of Railway Board, implementation of its recommendations and all related issues including Parliament Questions, RTI cases and other formalities with regard to the Board, shall be dealt with by CRB & CEO Confidential Cell, Railway Board.
6. The Members of the Board will draw TA/DA as per extant rules
