SERVICE CONDITIONS AND WELFARE OF GRAM DAK SEVAKS

Will the Minister of COMMUNICATIONS be pleased to state:

(a) whether the Government has undertaken any review of the service conditions, workload, remuneration and welfare benefits of Gram Dak Sevaks (GDS) and if so, the details and outcome thereof;

(b) the details of sanctioned strength, persons in position and vacancies of Gram Dak Sevaks as on date, State-wise;

(c) the details of revisions made in the Time Related Continuity Allowance (TRCA), allowances, social security benefits, leave provisions and other welfare measures for Gram Dak Sevaks during the last five years;

(d) whether the Government has received any representations from Gram Dak Sevaks regarding regularisation of services, pensionary benefits, parity with departmental employees and other service-related issues and if so, the details thereof along with the action taken thereon; and

(e) whether the Government proposes to introduce any additional measures to improve the welfare, career progression and social security coverage of Gram Dak Sevaks?

(a) & (c) The review of service conditions and workload of Gramin Dak Sevaks (GDS) is a continuous process. The workload of the GDS is reviewed on a triennial basis. Their remuneration i.e., Time Related Continuity Allowance (TRCA) and other allowances are revised approximately every ten years based on the recommendations of a committee constituted by the Department, following the Central Pay Commission for regular employees. The last such review was undertaken through a committee constituted in November, 2015. The Committee submitted its report in November, 2016. Based on its recommendations, and in consultation with the nodal Ministries and Departments, including Ministry of Finance and the Department of Personnel & Training, the service conditions, TRCA structure, allowances, social security benefits were enhanced, Leave entitlements were also revised, including introduction of maternity leave of 180 days for female GDS. During the last five years, welfare measures have also been strengthened through enhanced Circle Welfare Fund contribution, higher financial assistance for purchase of tablets/mobile phones and computers, concessional loans for construction of Branch Post Office accommodation and purchase of two-wheelers/electric vehicles, and increased financial assistance in cases of serious illness, accidents while on duty and other contingencies.

(b) The State-wise details of sanctioned strength of GDS, persons in position and vacancies of Gramin Dak Sevaks is given at Annexure.

(d) Representations regarding regularization, pensionary benefits, parity with departmental employees and other service-related issues are received from time to time. However, GDS are governed by rules framed under the executive powers of the Central Government that are distinct from the rules applicable on regular Government employees. The Hon’ble Supreme Court has held that GDS are holders of civil posts outside the regular Civil Service, therefore, their service is not counted for pension.

(e) GDS are covered under various welfare measures, including financial assistance from the Circle Welfare Fund for contingencies such as funeral expenses of GDS, accidents, serious illnesses, natural calamities, and scholarships for their children, among others. Further, GDS are eligible for absorption to departmental posts such as Multi-Tasking Staff (MTS), Postman, Mail Guard, Postal Assistant and Sorting Assistants as per Recruitment Rules for such posts.

GDS are not covered under any pension scheme; however, they are entitled to GDS gratuity, Group Insurance, Severance amount or benefits under the Service Discharge Benefit Scheme (for those engaged on or after 01.04.2011), which is akin to the National Pension System applicable to regular employees.

क्या संचार मंत्री यह बताने की कृपा करेंगे कि :

(क) क्या सरकार ने ग्राम डाक सेवकों (जीडीएस) की सेवा शर्तों, कार्यभार, पारिश्रमिक और कल्याणकारी लाभों की कोई समीक्षा की है और यदि हां, तो तत्संबंधी ब्यौरा और परिणाम क्या हैं;

(ख) आज की स्थिति के अनुसार ग्राम डाक सेवकों की स्वीकृत संख्या, कार्यरत व्यक्तियों और रिक्तियों का राज्य-वार ब्यौरा क्या है;

(ग) विगत पांच वर्षों के दौरान ग्राम डाक सेवकों के लिए समय-संबंधी निरंतरता भत्ते (टीआरसीए), भत्ते, सामाजिक सुरक्षा लाभ, छुट्टी के प्रावधान और अन्य कल्याणकारी उपायों में किए गए संशोधनों का ब्यौरा क्या है;

(घ) क्या सरकार को ग्राम डाक सेवकों से सेवाओं के नियमितीकरण, पेंशन लाभों, विभागीय कर्मचारियों के साथ समानता और सेवा संबंधी अन्य मुद्दों के संबंध में कोई अभ्यावेदन प्राप्त हुए हैं और यदि हां, तो तत्संबंधी ब्यौरा क्या है और उन पर क्या कार्रवाई की गई है; और

(ङ) क्या सरकार ग्राम डाक सेवकों के कल्याण, कैरियर की प्रगति और सामाजिक सुरक्षा कवरेज में सुधार लाने के लिए कोई अतिरिक्त उपाय करने पर विचार कर रही है?

(क) और (ग) ग्रामीण डाक सेवकों (जीडीएस) की सेवा शर्तों और कार्यभार की समीक्षा एक सतत प्रक्रिया है। जीडीएस से संबंधित कार्यभार की समीक्षा त्रैवार्षिक आधार पर की जाती है। नियमित कर्मचारियों के लिए गठित केंद्रीय वेतन आयोग के दृष्टिगत, विभाग द्वारा गठित समिति की सिफारिशों के आधार पर प्रत्येक दस वर्ष में उनके पारिश्रमिक अर्थात् समयगत निरंतरता भत्ते (टीआरसीए) और अन्य भत्तों में संशोधन किया जाता है। ऐसी पिछली समीक्षा, नवंबर 2015 में गठित समिति द्वारा की गई थी। उक्त समिति ने नवंबर 2016 में अपनी रिपोर्ट प्रस्तुत की थी। इसकी सिफारिशों के आधार पर, और वित्त मंत्रालय तथा कार्मिक एवं प्रशिक्षण विभाग सहित नोडल मंत्रालयों और विभागों के परामर्श से, समयगत निरंतरता भत्ते (टीआरसीए) संरचना, भत्ते और सामाजिक सुरक्षा संबंधी लाभों में वृद्धि की गई थी। अवकाश पात्रता में भी संशोधन किया गया था, जिसमें महिला जीडीएस के लिए 180 दिनों के मातृत्व अवकाश की शुरुआत सम्मिलित है। विगत पांच वर्षों के दौरान, सर्कल कल्याण निधि में वृद्धि, टेबलेट/मोबाइल फोन और कंप्यूटर की खरीद हेतु अधिक वित्तीय सहायता, शाखा डाकघर परिसर के निर्माण और दुपहिया/इलैक्ट्रिक वाहनों की खरीद हेतु रियायती ऋण सुविधा, और गंभीर बिमारी, ड्यूटी के दौरान दुर्घटना और अन्य आकस्मिक व्यय के लिए वित्तीय सहायता का विस्तार कर कल्याणकारी उपायों को सुदृढ़ बनाया गया है।

(ख) ग्रामीण डाक सेवकों की स्वीकृत संख्या, नियोजित जीडीएस और जीडीएस पदों की रिक्त संख्या का राज्य-वार विवरण अनुबंध के रूप में संलग्न है।

(घ) नियमितीकरण, पेंशन संबंधी लाभों और विभागीय कर्मचारियों के साथ समानता और सेवा-संबंधी अन्य समस्याओं के संबंध में अभ्यावेदन समय-समय पर प्राप्त होते रहते हैं। तथापि, जीडीएस केंद्रीय सरकार की कार्यकारी शक्तियों के अधीन बनाए गए नियमों द्वारा शासित होते हैं, जो नियमित सरकारी कर्मचारियों पर लागू नियमों से भिन्न हैं। माननीय सर्वोच्च न्यायालय ने यह निर्णय दिया है कि जीडीएस नियमित सिविल सेवा से बाहर के सिविल पदों के धारक हैं और पेंशन हेतु उनकी सेवा की गणना नहीं की जाती है।

(ङ) जीडीएस, विभिन्न कल्याणकारी योजनाओं के अंतर्गत कवर होते हैं, जिनमें जीडीएस के अंतिम संस्कार, दुर्घटना, गंभीर बीमारियां, प्राकृतिक आपदाओं के लिए सर्कल कल्याण निधि से वित्तीय सहायता तथा अन्य लाभों में उनके बच्चों के लिए छात्रवृत्ति शामिल हैं। इसके अलावा, जीडीएस, विभागीय पदों जैसे मल्टी-टास्किंग स्टाफ (एमटीएस), पोस्टमैन, मेल गार्ड, डाक सहायक और छंटाई सहायक से संबंधित भर्ती नियमों के अनुसार इन पदों पर नियुक्ति के पात्र हैं।

जीडीएस, किसी भी पेंशन योजना के अंतर्गत कवर नहीं होते। यद्यपि, वे जीडीएस ग्रेच्युटी, समूह बीमा, पृथक्करण राशि या सेवामुक्ति हितलाभ स्कीम (01.04.2011 या उसके पश्चात् नियोजित होने वाले जीडीएस के लिए) के तहत मिलने वाले लाभों के पात्र हैं, जो नियमित कर्मचारियों के लिए लागू राष्ट्रीय पेंशन प्रणाली के समान है।
