Visit of 8th CPC to observe working of Indian Railway operations – IRTSA Memorandum. The Indian Railways Technical Supervisors’ Association (IRTSA) submitted a memorandum to the Railway Board, welcoming the scheduled visits of the 8th Central Pay Commission to railway establishments. While appreciating the initiative, IRTSA requests the inclusion of additional vital, high-risk, and technologically complex operational areas in the Commission’s itinerary. Specifically, they propose visits to electrical departments (OHE, Electric Locomotives, EMU maintenance), mechanical open lines (coaching and wagon depots, Vande Bharat rake maintenance), and production units. IRTSA emphasizes that first-hand exposure to these specialized activities is essential for the Commission to fully understand the sophisticated manufacturing, round-the-clock maintenance, and arduous working conditions managed by railway engineers and staff.

Respected Sir,
The initiative taken by the Railway Board to facilitate visits of the Hon’ble 8th Central Pay Commission to various Railway establishments is highly welcome. Such visits will enable the Commission to gain first-hand knowledge of the complexities involved in the operation, maintenance, safety, reliability and punctuality of Indian Railways, as well as the arduous working conditions faced by Railway employees.
However, it is felt that certain vital and highly specialized activities, which are indispensable to the safe and efficient functioning of Indian Railways, also deserve to be included in the programme of visit. These areas involve advanced technology, round-the-clock maintenance, high safety responsibilities and considerable occupational hazards.
It is therefore Railway Board is requested to consider inclusion of the following activities in Para-2 of the abovementioned letter:
1)Electrical Department
a) Activities involving TRD/OHE maintenance.
b) Maintenance of Electric locomotives.
c) Maintenance of EMU suburban trains.
2) Mechanical open line
a) Coaching depot – Pit line inspection, IOH, Interior maintenance particularly related to passenger amenities. Reception & Dispatch of trains by mechanical staff at stations. Maintenance of “Vande Bharat” rake by Mechanical & Electrical staff.
b) Wagon maintenance depot – ROH, Sick line & Rake examination.
3) Production Units of Indian Railways: Visit to any one of the Production Units of Indian Railways to enable the Commission to appreciate the sophisticated manufacturing processes, precision engineering, quality control systems and the technical expertise involved in producing Railway rolling stock and components.
A comprehensive exposure to the above activities will provide the Hon’ble Commission with a balanced
understanding of the diverse nature of Railway operations, the technological advancements achieved by Indian Railways, and the high degree of skill, responsibility, risk and hardship borne by Rail Engineers and other employees.
It is, therefore, requested that these crucial areas are also included in the itinerary of the Hon’ble 8th Central Pay Commission.
