Sanction of advance for procurement of prescribed aid/assistive devices for employees with disabilities: Clarification by DEPwD vide O.M. dated 07.09.2026. These two official memorandums from the Government of India address the procedure for providing assistive devices to government employees with disabilities. Initially, the Ministry of Civil Aviation sought clarification on whether employees could receive an advance payment to procure prescribed aids, as existing guidelines only mentioned reimbursement or direct departmental purchases. In response, the Department of Empowerment of Persons with Disabilities clarified that departments may sanction an advance of up to 80% of the estimated device cost. This advance remains subject to the established ceiling of ₹10 lakh every three years, with any excess amount strictly recovered.
भारत सरकार के ये दो आधिकारिक ज्ञापन दिव्यांग सरकारी कर्मचारियों को सहायक उपकरण (assistive devices) प्रदान करने की प्रक्रिया से संबंधित हैं। शुरुआत में, नागरिक उड्डयन मंत्रालय ने इस बात पर स्पष्टीकरण मांगा था कि क्या कर्मचारियों को निर्धारित सहायक उपकरण खरीदने के लिए अग्रिम (advance) भुगतान मिल सकता है, क्योंकि मौजूदा दिशा-निर्देशों में केवल प्रतिपूर्ति (reimbursement) या सीधे विभागीय खरीद का ही उल्लेख था। इसके जवाब में, दिव्यांगजन सशक्तिकरण विभाग ने स्पष्ट किया कि विभाग उपकरण की अनुमानित लागत का 80% तक अग्रिम स्वीकृत कर सकते हैं। यह अग्रिम राशि हर तीन साल में ₹10 लाख की निर्धारित अधिकतम सीमा के अधीन रहेगी, और किसी भी अतिरिक्त या बची हुई राशि की सख्ती से वसूली की जाएगी।

Subject: Clarification regarding sanction of advance for procurement of prescribed aid/assistive devices.
The undersigned is directed to refer to the Ministry of Civil Aviation’s O.M. No. D5/14/2026-ANG-MOCA dated 21.08.2026 on the above subject, seeking guidance regarding sanction of advance for procurement of prescribed aids/assistive devices for employees with disabilities.
2. Attention is invited to paragraph 8 of this Department’s O.M. dated 22.09.2025, which provides that aids and assistive devices may be made available either on reimbursement basis or by the Department itself purchasing and providing the same, within the prescribed limit of ₹10 lakh every three years.
3. In order to facilitate timely provision of reasonable accommodation to employees with disabilities, this Department has no objection to the facilitative modality to allow advance for purchase of assistive device. The Ministries/ Departments may consider to limit the quantum of advance to
of the prescribed device, subject to the overall ceiling of ₹10 lakh every three years and other conditions stipulated in this Department’s O.M. dated 22.09.2025. Any excess amount of advance, if any, shall be recovered/ adjusted in accordance with the applicable financial rules and procedures.

I am directed to refer to this Ministry’s O.M. No. 18-130/2025-DD-II dated 22.09.2025 and to state that the cases of Sh. Ashok Aggarwal and Sh. Rama Shankar are under consideration for provision of the prescribed aid/assistive devices.
2. The concerned officers have requested sanction of advance for procurement of the prescribed devices. However, the aforesaid O.M. does not specify the procedure for sanction of advance in such cases.
3. In view of the above, the Department is requested to kindly provide further directions/guidance regarding the procedure to be followed for sanction of advance for procurement of the prescribed aid/assistive devices.
