सा.का.नि. 711 (अ). – केंद्रीय सरकार, केंद्रीय रिजर्व पुलिस बल अधिनियम, 1949 (1949 का 66) की धारा 18 की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और केंद्रीय रिजर्व पुलिस बल, कांस्टेबल (साधारण ड्यूटी), साधारण ड्यूटी काडर, समूह ‘ग’ पद, भर्ती नियम, 2023, उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है, केंद्रीय रिजर्व पुलिस बल के साधारण ड्यूटी काडर के कांस्टेबल (साधारण ड्यूटी) समूह ‘ग’ के पद पर भर्ती पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है, अर्थात्ः –

1. संक्षिप्त नाम और प्रारंभ- (1) इन नियमों का संक्षिप्त नाम केन्द्रीय रिजर्व पुलिस बल, कांस्टेबल (साधारण ड्यूटी), साधारण ड्यूटी काडर, समूह ‘ग’ पद, भर्ती नियम, 2026 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद की संख्या, वर्गीकरण और वेतन मैट्रिक्स में स्तर. पद की संख्या, उसका वर्गीकरण और वेतन मैट्रिक्स में उनका स्तर वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में विनिर्दिष्ट है।

3. भर्ती की पद्धति, आयु सीमा, अर्हताएं, आदि. भर्ती की पद्धति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ (5) से (13) में विनिर्दिष्ट हैं।

4. ज्येष्ठता.– ज्येष्ठता, केंद्रीय रिजर्व पुलिस बल नियम, 1955 और केंद्रीय सरकार द्वारा समय-समय पर जारी किए साधारण अनुदेशों के अनुसार विनियमित की जाएगी।

5. निरर्हता.– वह व्यक्ति, –

(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है या विवाह की संविदा की है; या

(ख) जिसने अपने पति या पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह की संविदा की है,

उक्त पद पर नियुक्ति के पात्र नहीं होगा :

परंतु यदि केंद्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी।

6. भारत के अनागरिकों की अपात्रता.- कोई व्यक्ति जो भारत का नागरिक नहीं है, इन नियमों के अधीन केंद्रीय सरकार की लिखित पूर्व अनुमति के बिना नियुक्त नहीं किया जाएगा :

परंतु इस नियम में कोई भी बात अन्तर्विष्ट नहीं है जो बल में नेपाल या भूटान के मामले में नियुक्ति या नियोजन पर रोक लगाएगी ।

7. अधिवर्षिता.– (1) इन नियमों के अधीन नियुक्त प्रत्येक व्यक्ति उस मास के अंतिम दिन के अपराह्न से सेवा से सेवानिवृत्त होगा जिस मास में वह साठ वर्ष की आयु प्राप्त करता है या जैसा कि केंद्रीय सरकार द्वारा समय-समय पर विहित किया जाए,

परंतु वह व्यक्ति जिसके जन्म की तारीख किसी मास की पहली तारीख हो, वह साठ वर्ष की आयु प्राप्त करने के पूर्ववर्ती मास के अंतिम दिन के अपराह्न में सेवानिवृत्त होगा।

(2) किसी भी व्यक्ति को अधिवर्षिता पर सेवानिवृत्ति की विहित आयु के परे सेवा में विस्तार प्रदान नहीं किया जाएगा।

8. शिथिल करने की शक्ति. जहां केंद्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके, इन नियमों के किसी भी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बावत, आदेश द्वारा शिथिल कर सकेगी।

9. व्यावृत्ति.- इन नियमों की कोई बात ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़ा वर्ग, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है।

New Delhi, the 27th July, 2026

G.S.R. 711(E). In exercise of the powers conferred by sub-section (1) of section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949) and in supersession of the Central Reserve Police Force, Constable (General Duty), General Duty Cadre, Group ‘C’ Post, Recruitment Rules, 2023, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Constable (General Duty) Group ‘C’ post in General Duty Cadre in the Central Reserve Police Force, namely:-

1. Short title and commencement. (1) These rules may be called the Central Reserve Police Force, Constable (General Duty), General Duty Cadre, Group ‘C’ Post, Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.- The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Seniority.- Seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955 and general instructions issued by the Central Government from time to time.

5. Disqualification.- No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.

6. Ineligibility of non-citizens of India. No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:

Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.

7. Superannuation.- (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time:

Provided that a person whose date of birth is on the first day of a month shall retire from service in the afternoon of the last day of the preceding month on attaining the age of sixty years.

(2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation.

8. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

9. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
