Subject: Rationalization of the policy regarding recovery of wrongful/ excess payment made to Government servants, seeking information data — reg.
The undersigned is directed to refer to the demand of the Staff Side, National Council (JCM), regarding rationalization of the policy on recovery of wrongful/ excess payment made to Government servants and pensioners. In order to enable a comprehensive review of the extant policy, including the delegation of powers up to Rs.2 lakhs to Administrative Secretaries under Rule 15 of the Delegation of Financial Power Rules (DFPRs), 2024, this Department is collecting relevant information/data from the concerned stakeholders.
2. Rule 15 of the DFPRs, 2024 empowers Administrative secretaries, in consultation with their Financial Advisers, to approve waiver of recovery of wrongful excess payment made to Government servants up to an amount of Rs.2 lakhs in each individual case, without maxing a reference to this Department. In this context. it is requested to furnish the number of cases, and the aggregate amount involved, relating to waiver of recovery of wrongful/excess payment (up to Rs.2 lakhs per case) that were at the Ministry / Department level, without reference to this Department, during FY 2024-25 and FY 2025-26.
3. The above information may be furnished to this Department at the earliest, and in any case within four weeks of issue of this letter, to enable finalization of the matter.
