कार्मिक एवं प्रशिक्षण विभाग (दिनांक 8 सितंबर, 2026) का यह कार्यालय ज्ञापन केंद्रीय सिविल सेवा (अवकाश) नियम, 1972 के नियम 56(4) की प्रयोज्यता को स्पष्ट करता है। इसमें यह अनिवार्य किया गया है कि अध्ययन अवकाश के दौरान प्राप्त किसी भी छात्रवृत्ति, वजीफा या अंशकालिक रोजगार से अर्जित पारिश्रमिक को कर्मचारी को देय अवकाश वेतन के विरुद्ध सख्ती से समायोजित किया जाना चाहिए। मूल स्पष्टीकरण यह है कि यह वित्तीय समायोजन सभी सरकारी कर्मचारियों पर सार्वभौमिक रूप से लागू होता है, चाहे वे अपना अध्ययन अवकाश भारत में ले रहे हों या विदेश में।

Subject: Clarification regarding applicability of Rule 56(4) of CCS (Leave) Rules, 1972- reg.
The undersigned is directed to refer to the subject cited above regarding the applicability of Clause 56(4) of CCS (Leave) Rules, 1972 and say that the matter has been examined in the light of the clarification received from the Leave & Allowance Division, DoP&T.
2. It has been clarified that the provision contained in Clause 56(4), regarding adjustment of the amount received as scholarship/ stipend/remuneration in respect of part-time employment against the Leave Salary payable, is applicable to Study Leave availed both within India and outside India.
3. This issues with the approval of the Competent Authority.
