Will the Minister of
PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS
be
pleased to state:-
(a) whether the general category candidates have secured employment on the
basis of false SC/ST certificates;(b) if so, the details thereof, State-wise
during the last five years;(c) the action taken against those employed on
false caste certificates;(d) whether any criminal case has been registered
against them;(e) if not, the reasons therefor; and(f) the measures/steps
taken to check recruitment on the basis of false caste certificates in future?
ANSWER
Minister of State in the Ministry of Personnel, Public Grievances and
Pensions and Minister of State in the Prime Minister’s Office. (SHRI V.

(a) to (e): Information about appointments secured on the basis
of fake/false caste certificates is not centrally maintained.
However, the
Central Government had undertaken a one time exercise to collect information
about appointments secured on the basis of fake/false caste certificates in the
year 2010. As per information received from various Ministries/Departments etc.
1832 appointments were allegedly secured on the basis of fake/false caste
certificates. Disciplinary proceedings had been instituted in all the cases. It
was reported that out of the above 1832 cases, 276 had resulted in
suspension/removal etc, whereas 521 cases were entangled into litigations and in
remaining 1035 cases disciplinary proceedings were pending.
(f): The
Government instructions provide that an appointing authority should verify the
caste status of SC/ST/OBC candidates at the time of initial appointment as well
as every important upturn of the employee’s career.Chief Secretaries of
States/Union Territories have been requested to issue instructions to the
District Magistrates/District Collectors/ Deputy Commissioners of the Districts
to the effect that when asked to verify the veracity etc. of caste certificates,
they should ensure at their own level that veracity of the caste/community
certificate referred to the district authorities is verified and reported to the
appointing authority within one month of receipt of request from such authority.
In order to rule out collusion between candidates holding false/forged
certificate and employees at the district level or sub-district level,
disciplinary proceedings may be initiated against officers who default in timely
verification of caste status in such cases or issue false certificates.

Sub: ST Certificates Obtained in Fraudulent Manner and gained Jobs in Govt Banks
Respected sir,
I would like to complain against a person who obtained ST Caste Certificate in a fraudulent manner and managed to secure Jobs in Various Public Sector banks.
Sir, the person named SATHUPATI SUBBA RAO who is working as ASST Manager in ANDHRA BANK, Gudur, Warangal Dt. Was gained job in Andhra Bank under ST Category.
But actually he was belong to OBC- mutrasi Community, with that OBC Community He was studied up to GRADUATION
.
And now his two sons were also considered ST Category (by virtue of his father SATHUPATI SUBBA RAO ST Status) and gained Jobs as Bank Pos in various other public sector banks.
Sir, I will give you original details of Sathupati Subba Rao and his educational details under he was in OBC Category- Mutrasi UNTILL 1988

Later i.e. after 1988 (SUBBA RAO HAS A FRIEND NAMED SATHUPATI BABU RAO S/O SATHUPATI RAGHAVULU, BELONG TO ST COMMUNITY). ANIMETI SUBBA RAO WAS APPEARED 10th STANDARD WITH THE NAME OF SATHUPATI SUBBA RAO S/O SATHUPATI RAGHAVULU. AND GAINED 10TH MEMO WITH THE NAME OF SATHUPATI SUBBA RAO AND SUBSEQUENTLY HE PRODUCED HIS FRIEND SATHUPATI BABU RAO ST CASTE CERTIFICATE AS HIS OWN BROTHERS CASTE CERTIFICATE AND OBTAINED ST CERTIFICATE WITH HIS NAME AND GAINED JOB IN ANDHRA BANK.
NOW HIS TWO SONS NAMED
1) ELDER SON: SATHUPATI NAGANJANEYULU STUDIED IN NAVODAYA SCHOOL AND NOW WORKING AS BANK PO IN SBI- TIRUPATHI ( FACE BOOK ID: NAGA SATHU)
2) YOUNGER SON: SATHUPATI MARUTHI PHANI STUDIED IN NAVODAYA SCHOOL AND NOW WORKING AS BANK PO IN SYNDICATE BANK- BASAVA KALYAN (FACE BOOK ID: PHANI MARUTHI)
SIR BECAUSE OF THESE PEOPLE LOT OF ST PEOPLE WAS LOSING THEIR EDUCATION AND EMPLOYMENT OPPORTUNITIES. BECAUSE OF
SUBBA RAO HIS TWO SONS GOT ST STATUS UNAUTHORISEDLY, AND BECAUSE OF HIS TWO SONS ANOTHER FOUR PEOPLE WILL GET ST STATUS, (IF THEY WERE MARRIED AND HAVE TWO SONS EACH) SO WHAT I WOULD LIKE TO SAID IS THIS FRAUD AND INJUSTICE WILL BECOME CUMILATIVE IN FUTURE ALSO, SO WE MUST PUNISH THEM AND SAFEGUARD THE CONSTITUTIONAL RIGHTS WHICH ACTUALLY MENT FOR DEPRIVED
SIR SO I WOULD LIKE TO COMPLAIN TO YOU AGAINST THESE PERSONS AND REQUEST TO ASK FOR JUDICIAL ENQUIRY AGAINST THESE PERSON, SINCE I LIKE TO COMPLAIN TO LOT OF INVESTIGATION AGENCIES, LIKE CENTRAL VIGILENCE COMISSION, CBI, AP STATE COMISSION FOR SC AND ST, NATIONAL COMISSION FOR ST AND NO ONE HAS TAKEN ACTION AGAINST THESE PEROSONS.
