7th CPC Recommendation: Withholding Annual Increments of Non-performers after 20 Years

Pay Hike

The 7th Central Pay Commission in its Report contained in Para 5.1.46 titled ‘Withholding Annual Increments of Non-performers after 20 Years’ has inter-alia recommended for withholding of annual increments in the case of those employees who are not able to meet the benchmark either for Modified Assured Career Progression (MACP) or a regular promotion within the first 20 years of their service. The Government of India vide Resolution No.1-2/2016-IC dated 25.7.2016 has accepted this recommendation.
This was stated by the the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question by Shri Ram Charitra Nishad in the Lok Sabha today.

    A GOOD STEP WITH GOOD INTENTION so as to make the government service efficient BUT IN WRONG METHOD due to its implementation would be.

    Perhaps you do not understand – what do I mean.

    Todays government office no way different from what is happening in the parliament; disorderliness. shouting and forcing through without respect for decency and chair, without caring for the national productivity.

    Group politics have taken over the simple, sincere hard working people who intend to do their best in government office. Assessment is based on group politics not by work efficiency. The corrupt live by group politics and a chain is existing already.

    There are instance (surprising level), the corrupt had amended the Recruitment rules to damage the career of the straight government servant. IN that promotion was made by deputation with in the department; the 10 year junior & a subordinate officer was made HEAD OF OFFICE AND the honest officer was made to report to him. It does not stop here,

    the honest officer approached the CAT and got a judgement in favour to be Head of Office. Then the post of the HEAD OF OFFICE with designation " Deputy Director" that was changed as " Officer in Charge".

    The group politics worked powerfully, raised false complaints against the honest officer.

    Without following any proper procedure, a fine was ordered to be recovered from the salary.

    The honest officer approached the CAT again; the fine was with drawn unceremoniously by the group of power politics, without following any proper procedure.

    The MACP was denied and punished for no fault of the honest officer.

    On the day of the retirement of the honest officer, the group politics played powerfully kept the cashier away (on leave) and the relieving officer refused to takeover. A high drama was staged upto 20.00 Hrs in the night.

    A portion of the GRATUTITY was withheld on the retirement order, without any details. The withheld portion of GRATUTITY was paid back after few months without any details and procedure.

    This space may not be sufficient to tell the tale of 25 years of history and its ill effects

    In all these maleficent actions, the MINISTRY and the UPSC was involved (knowingly / unknowingly ) indicating chain of corrupted group links.

    DEPUTATION with in the department is not supported by any law.

    The corrupted group made rules for serving themselves, misusing official authority and power – they went on deputation while being in another DEPUTATION, so as to hide and run from all their actions of commissions and ommissions.

    Is there any limit of misuse of power and authority in Government office.

    All these things happened because the honest officer did not align with the GROUP POLITICS OF CORRUPTION IN THE GOVERNMENT DEPARTMENT.

    Now judge whether the subject order will be implemented correctly. The simple will be beaten with this provision. The corrupt group will thrive more and more.
