OFFICE MEMORANDUM

Subject: Action taken in respect of Judgment dated 30.08.2017 of the Hon’ble Supreme Court of India on Writ Petition (Civil) (No. 426/2010) regarding representations of All Keraia Ex-Servicemen Security Staff Association (BSNL) and National Ex-Servicemen Co-ordination Committee – regarding.

The undersigned is directed to refer to D/o Ex-servicemen Welfare letter no. 1(2)/2011/D(Res-I) dated 22-03-2018 addressed to All Kerala Ex-Servicemen Security Staff & Allied Service Association with a copy to DPE requesting to advice Administrative Ministries/Departments and CPSEs for:-
(i) issuing instructions to all the Ministries / Departments to advise all Public Sector Undertakings. under their Administrative control to deploy security guards from Security Agencies sponsored by DGR / State Ex-Servicemen Security Corporations [Para 2 (iii)].
(ii) for issuing instructions to all CPSEs to advertise their vacancies well in advance with timely intimation to DGR so that maximum number of Ex-Servicemen (ESM) can apply for the vacancies earmarked for them [Para 2 (ix)].
2. Regarding (i) & (ii) above, Administrative Ministries/Departments may advise the CPSEs under their administrative control to follow the same in the interest of welfare of ex-servicemen.
3. in addition to above half yearly reports on the filling up of vacant posts reserved for ESM in the format prescribed by DGR may also be fonrvarded to DGR directly. as the same is affecting the monitoring of the reservation policy laid down by the Central Government for ESM in CPSEs.
A copy of said report is also enclosed.

Subject: Submission of half yearly report by CPSEs regarding implementation of reservation policy for Ex-Servicemen(ESM).

The undersigned is directed to say that Cabinet Secretariat mandated Deptt. of Ex-Servicemen Welfare {Min of Defence to collect and compile the data/information in respect of implementation of reservation policy for ESM in Central Govt. Ministries/Departments. Banks. Public Sector Undertakings. Central Para Military Forces. etc. and other implementing agencies vide their OM 1/21/5/2011-cab dated 16.12.2013. Directorate General of Resettlement (DGR) has been designated as the Nodal Agency on behalf of Deptt. of ESW/Min of Defence to collect and compile the required data of all Central Govt. Min/Deptt, PSU Banks. PSU. Central Para Military Forces etc. annually w.e.f 01.01.2014 for facilitating monitoring of implementation of reservation policy for ESM.
2. It has been reported by DGR that the prescribed half yearly reports from CPSEs are not forthcoming despite request made for the same which is affecting the monitoring of the reservation policy laid down by the Central Govt. for ESM in CPSEs
3. In view of the above. Department of Public Enterprises is requested to issue instructions to all CPSEs to submit the reports to DGR on half yearly basis regularly to facilitate proper monitoring of the implementation of the reservation policy for ESM in the CPSEs.
