NATIONAL COMMITTEE TO REVIEW UPSC

423 SHRI RAKESH SINHA:
Will the PRIME MINISTER be pleased to state:

(a) whether Union Public Service Commission is an important body which plays a vital role in federal system of India and in new administrative ecology its role regress needs to be redefined and expanded;

(b) whether Government will form a National Committee to review its functioning and administrative structure as well as its role;

(c) the annual budget of UPSC and number of employees working there; and

(d) vacancies both at upper and lower levels in the UPSC which remain unfulfilled?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)

(a) & (b): The Union Public Service Commission (UPSC) is a Constitutional body set up under Article 315 of the Constitution. As per Article 320 of the Constitution, the functions of the Commission, inter alia, include to give advice to the Union Government on matters relating to method of recruitment, appointment to civil services, making promotions and transfers from one service to another, disciplinary matters affecting a person serving under the Government etc.

The Commission has a strength of one Chairman and ten Members. As per Article 316 (1) of the Constitution “as nearly as may be one-half of the members of every Public Service Commission shall be persons who at the dates of their respective appointments have held office for at least ten years either under the Government of India or under the Government of a State”.

At present, there is no proposal to form a National Committee to review the functioning and administrative structure of UPSC.

(c): The details of allotted Budget (Charged) under Major Head 2051-UPSC for the Financial Year 2020-21 is as under:-
