Sub: Format for submission of memorandum to the 8th CPC online.
All Central Government Employees and Pensioners wholeheartedly welcome 8th CPC and are happy to witness its functioning utilizing on-line services. We would like to bring to your kind notice the following concerns and request for their redressal;
1) The nine online themes presently proposed do not cover all the areas addressed by the previous Pay Commissions. Therefore, it is requested that the number of themes may kindly be increased, taking into consideration the experience and scope of earlier Pay Commissions, so that all relevant aspects are adequately covered.
2) Restriction of 3500 characters each for concerns/views and response to challenges/problems for nine themes are grossly insufficient and size for supporting document as one attachment is very minimum. Number of characters for each theme may please be increased substantially and supporting documents for every theme without restriction in size may please be allowed.
3) No specific provision available for expression of concerns/views and response to challenges/problems attached to specific multiple categories. For example, IRTSA wishes to represent for categories Junior Engineer, Senior Section Engineer, (working in four technical departments with different suffix in designation) Chemical & Metallurgical Assistant, Chemical & Metallurgical Superintendent, Depot Material Superintendent, Chief Depot Material Superintendent, Junior Engineer (IT) and Senior Engineer (IT) working in Indian Railways. There should be provision for expression of concerns/views and response to challenges/problems attached to each category/designation.
4) 7th CPC has dealt with 196 allowances. In 8th CPC theme, only 12 groups of allowances are mentioned. Since each allowance is given for specific purpose, to different group of staff, provision given in 8th CPC theme format is insufficient. Theme for allowances may please be expanded to cover all allowances.
5) There is no specific mention about pension & family pension. Even though major retirement benefits are mentioned some other retirement benefits are missing. This theme may please be expanded accordingly.
6) In career progression theme only MACPS is mentioned. Career progression should primarily be focused on functional promotions hence this theme may please be modified accordingly.
7) The Central Government staff structure is presently based on the classification of posts into Group A, Group B, and Group C. Over the time, significant changes have occurred in the nature of duties, responsibilities, technological advancements, and organizational requirements across various departments. In view of these developments, any modification or improvement in the existing classification structure warrants a comprehensive and detailed examination by the 8th Central Pay Commission. It is therefore requested that the issue of classification of posts may kindly be included as one of the themes for detailed study and consideration by the 8th Central Pay Commission, so that an appropriate and updated framework may be evolved keeping in view the present administrative and functional requirements.
8) Specific provisions should be made for posting Judgements of Hon’ble Central administrative Tribunals, Hon’ble High Courts and Hon’ble Supreme Court of India arising out of legal cases filed by respective Unions/Associations/Individuals.
9) 8th CPC is requested to receive physical copies of memorandum by Unions and Associations over and above submission of memorandum Online.

With grant of minimum pension irrespective of rank and length of service some of the employees senior in rank and very very long service say 30 years plus fall just nearby employees with 10 years category. Such employees with longer duration of service should be given extra protection while registering fixing their pension. Means placed in higher matrixes
Comment Draft for 8th CPC Portal Discussion
I welcome the initiative of the 8th Central Pay Commission in inviting stakeholder memoranda. However, I wish to highlight certain concerns and expectations:
Scope of Themes: The current nine online themes do not adequately cover the breadth of issues addressed by earlier Commissions. Expansion is essential to ensure inclusivity.
Character & Document Limits: The 3,500-character restriction is too narrow for meaningful representation. Stakeholders should be allowed detailed submissions with multiple supporting documents, without size limits.
Category-Specific Representation: Employees and pensioners across diverse designations (e.g., Junior Engineers, Senior Section Engineers, IT Engineers, Depot Superintendents) must be able to submit category-wise concerns.
Allowances: The 7th CPC covered 196 allowances, but the current format mentions only 12 groups. All allowances must be reviewed comprehensively.
Pension & Family Pension: Retirement benefits, including pensions and family pensions, deserve explicit and detailed coverage. This is vital for fairness and financial security of pensioners and widows.
Additional Pension for Super Seniors: Presently, increments are given only once every five years from 80 to 100 years. This is unfair. It should begin at 80 years with 40%, and increase by 2% every year till 100 years. Cost of living for super seniors rises sharply and cannot wait for five-year jumps.
Career Progression: Focus should not be limited to MACPS. Functional promotions and career growth pathways must be addressed.
Classification of Posts: The outdated Group A/B/C classification needs revision in light of technological changes and evolving duties.
Legal Judgments: Judicial precedents from CAT, High Courts, Supreme Court, and Armed Forces Tribunal (AFT) must be incorporated to ensure justice and consistency.
Reservist Pensioners: They are partial service pensioners. Hence, two-thirds of the pay fixed for service pensioners appropriate to the rank should be extended to reservist pensioners, fixed as per the rank at discharge and not tied to the lowest rank. The 8th CPC must not leave this problem unattended as the 7th CPC did.
Hard Copy Submissions: Alongside online submissions, acceptance of physical copies is necessary to ensure accessibility for all stakeholders.
Fairness vs. Financial Prudence: The Commission must give more weightage to fairness rather than mere fiscal restraint. Government expenditure on non-essential items (lavish flower arrangements, beautification projects, new or relocated statues, even the new Parliament building) could be curtailed. The priority must be ROTI, KAPDA, MAKAN:
Roti: Nutritious food accessible to all.
Kapda: Adequate clothing as per age and season.
Makan: Affordable housing.
Expectation: The 8th CPC must balance fiscal prudence with fairness, ensuring parity for pensioners, recognition of diverse categories, and transparency in process. Above all, it should uphold dignity and justice for employees and pensioners.
I am Veteran Wg Cdr Mahaligam and aged 80, Super Senior. At this age most of our children are aged above 50 and have family commitments. As the final pey pension announcement may take over a year and more, I request Super Seniors are given interim Special Pension of say 25% that shall be adjusted towards final dues. Thanks
