OFFICE MEMORANDUM

Subject: Counting of period of deputation to the United Nations’ Secretariat or other United Nations’ Bodies or the International Monetary Fund or the International Bank of Reconstruction and Development or the Asian Development Bank or the Commonwealth Secretariat or any other International organization as qualifying service under the Central Civil Services (Pension) Rules, 2021-reg.

The undersigned is directed to say that Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Pension) Rules, 2021 in supersession of the Central Civil Service (Pension) Rules, 1972.

2. In accordance with Rule 29 of the Central Civil Services (Pension) Rules, 2021, a Government servant who is deputed on foreign service to the United Nations’ Secretariat or other United Nations’ Bodies or the International Monetary Fund or the International Bank of Reconstruction and Development, or the Asian Development Bank or the Commonwealth Secretariat or any other International organization may opt (a) to pay the pension contributions in respect of his foreign service and count such service as qualifying for pension under these rules; or (b) not to pay the pension contributions in respect of his foreign service and not count such service as qualifying for pension under those rules. Where a Government servant opts for clause (b), pension contributions, if any, already paid by him shall be refunded to him.

3. All Ministries/Departments are requested that the above provisions regarding counting of period of deputation to the United Nations’ Secretariat or other United Nations’ Bodics or the International Monetary Fund or the International Bank of Reconstruction and Development or the Asian Development Bank or the Commonwealth Secretariat or any other International organization as qualifying service under the Central Civil Services (Pension) Rules, 2021 may be brought to the notice of the personnel dealing with the pensionary benefits in the Ministry/Department and attached/subordinate offices thereunder, for strict implementation.
