Subject: Eligibility for selection to the post of Office Clerk against 33⅓% promotional and 16⅔% LDCE quota vacancies.
Representations from Railways and the Staff Side are being received from time to time regarding issuing guidelines on the eligibility of House Keeping Assistants/Hospital Attendants of Medical Department to appear in the selection examination for Clerk-cum-Typist posts under the 33⅓% promotional and 16⅔% LDCE quotas.
2. In this regard, attention is drawn to Para-174 & 189 of IREM, Vol. I wherein, Zonal Railways are allowed to decide feeder categories to be eligible for promotions there under subject to certain terms and conditions. The matter has therefore been examined, and it is advised that Railways may
take action at their own level accordingly, depending on local conditions prevailing and decide eligibility of Hospital Attendants to be covered for promotions under Para-174 & 189 (supra) of IREM Vol.I in consultation with the recognised unions. However, in the case of eligibility of House Keeping Assistants, relevant instructions have already been issued vide RBE 77/2016 to be read with RBE 163/2018.
