Subject: Caution Advisory on fake entitites – National Institute of Secretariat Training & Development (NISTD) Training Programme for Govt./Semi Govt. Officers – reg.,
Sir/ Madam,
Department of Personnel and Training, Government of India has received a reference from Central Economic Intelligence Bureau(CEIB), D/o Revenue reg. foreign training programmes allegedly circulated by a non-recognized institute viz. National Institute of Secretariat Training & Development, posing as a Govt. entity.
2. In the correspondences of NISTD, it has been projected as a Govt entity and autonomous body established by Govt. of NCT of Delhi, whereas NISTD is registered as a proprietorship firm in GST (09ADEPA3952G3ZQ) and now suspended (effective from 15.09.2025).
3 It is informed that the training programmes organized by the above Institute are not recognized/approved by DoPT. All Cadre Controlling Authorities (CCAs) are requested to sensitize the government servants under their control to exercise due diligence before applying for such training programmes. In case of any doubt, necessary reference must be made to this Department.
4. It is reiterated the restriction on foreign training programmes imposed vide this Department OM 16017/12/2020-iGOT dated 01.04.2021 is still in force.
