Sub: Procedure for submission of Investigation Reports involving Gazetted Officers – Obtaining comments of General Manager reg.

Ref: Rly Board’s letter no. 2015/V-1/CVC/1/3(Pt) dated 26.05.2015 (copy enclosed)

It has been observed that despite clear instructions issued by Railway Board vide letter dated 26.05.2015, with the approval of Chairman/Railway Board, several Zonal Vigilance units are forwarding investigation reports without obtaining the mandatory comments of the General Manager for cases involving Group-A officers. Further, it is also observed that provisions of Para 525 of IRVM are not being followed in true spirit by all Zonal Vigilance units in cases involving Gazetted officers.

It is hereby reiterated that GM’s comments are required in investigation reports involving Group ‘A’ officers as mandated vide Board’s letter dated 26.05.2015. Further, to avoid confusion and maintain uniformity across Zonal Railways, it has been decided that this requirement shall extend to all cases of Gazetted Officers being sent to Railway Board, including those of Group B’ officers, irrespective of whether the case pertains to PC, Railway Board-referred complaints or CVC-referred I&R/ATR/PIDPI complaints and irrespective of whether any action is proposed or not.

It is, therefore, advised to ensure that Investigation Report, in all cases involving any Gazetted officer and being submitted to Railway Board, shall include the comments of the General Manager, covering aspects mentioned in Para 525.4 of IRVM. This shall be applicable to all cases that are yet to be submitted to Railway Board.

This has the approval of PED (Vigilance) and CVO/Ministry of Railways.
