Subject: Introduction of Annual Immovable Property Return (AIPR) mechanism for Group ‘C’ employees in Department of Posts
In accordance with the provisions contained in Rule 18 of CCS (Conduct) Rules, 1964 and DoPT OM No. 11013/7/2014-Estt. (A-III) dated 26.10.2015, every Government servant belonging to Group ‘A’, Group ‘B’ and Group ‘C’ (including erstwhile Group ‘D’ cadre) is required to file Annual Immovable Property Return (AIPR) every year.
2. At present, in the Department of Posts, only Group ‘A’ and Group ‘B’ officers are mandatorily submitting AIPR. In pursuance of the DoPT instructions cited above, the matter regarding introduction of an AIPR mechanism for Group ‘C’ employees has been examined. Accordingly, it has been decided that all Government employees (including Group ‘C’) of the Department of Posts shall submit Annual Immovable Property Return (AIPR) in respect of the preceding calendar year, in the prescribed format, within the stipulated time as prescribed. For eg- for the year ending on 31.12.2026, AIPR is to be filled by Group C employees also by 31.01.2027.
3. The AIPR shall be submitted through the APT IT 2.0 platform. For this purpose, the Centre for Excellence in Postal Technology (CEPT) shall develop and enable the necessary functionality for submission and monitoring of AIPR for Group ‘C’ employees also.
4. Non-submission of AIPR may be also taken into account while considering vigilance clearance, as per extant instructions of DoPT.
5. This issues with the approval of Secretary (Posts).
