Will the
Minister of FINANCE be pleased to state:-

Minister of State in the Ministry of Finance (Shri Namo Narain

(a) whether the Government has paid family pension under the New
Pension Scheme (NPS) to dependents of the Central Government employees in
harness; 
(a), (b) & (c): Yes, Sir. The Department of Pension &
Pensioners` Welfare has extended the benefits of family pension and
Extraordinary family pension under the New Pension System (NPS) on
provisional basis in the event of death of the Government employee while in
service vide their Office Memorandum dated 5th May 2009. The family pension
has been paid at the same rate as applicable in the old pension system. 

(b) if so, the details thereof; 
(c) whether they have been paid as per the old pension scheme
rules, in view of very less accumulation of their NPS fund which is
insufficient for payment of pension/family pension; 
(d) if so, the details thereof and if not, the rate at which
pension is being paid to families of the deceased employees of the Central
Government along with the details of formula devised to calculate their
family pension under NPS; and 
(d) & (e): The details of family pension / Extraordinary
family pension payable under NPS are as under;  

(i) Death in
service not attributable to Government duty: Family Pension (including
enhanced family pension) computed in terms of Rule 54 of the Central Civil
Services (Pension) Rules, 1972  

(ii) Death in
service attributable to Government duty: Extraordinary Family Pension
computed in terms of Central Civil Services (Extraordinary Pension) Rules and
Scheme for Liberalised Pensionary Awards. 

(e) the time by when the Government is likely to be able to
provide clear cut guidelines in this regard in view of the sufferings of
millions of employees under NPS?
