(a) At present, there are four Consumer Price Indices for measuring changes in prices at the level of consumers. Three of these indices, Consumer Price Index for Industrial Workers (CPI-IW), Consumer Price Index for Agricultural Labourers (CPI-AL) and Consumer Price Index for Rural Labourers (CPI-RL) are released by Labour Bureau, Shimla in the Ministry of Labour & Employment. These indices are specific to a class of consumers. CPI-IW is a weighted average of 78 industrial centers and its selection of commodities/services and weights assigned to these commodities/services are based on Working Class Family Income & Expenditure Surveys conducted during 1999-2000. Index is computed with the year 2001 as its base. CPI-AL and CPI-RL are weighted average of 20 States/Centers with a base of 1986-87=100. Weighting diagram and commodity/service basket is derived on the basis of Consumer Expenditure Surveys as in the 38th round of NSSO conducted during 1983. The Central Statistics Office in the Ministry of Statistics and Programme Implementation introduced a new comprehensive series of Consumer Price Index in January 2011. The CPI new series with 2010=100 as its base derives its weighting diagram from the Consumption Expenditure Survey conducted during 61st round of NSSO in 2004-05. This index is separately computed for States and Union Territories and also at Rural, Urban and at an all India level.
(b) to (d) The comparative weighting diagram of the commodity groups of CPIs is at Annexure I. Education, Medical care and Transportation are included in all the four Consumer Price Indices.

Method to calculate various Consumer Price Indices

(a) the method evolved by Government to calculate various Consumer Price indices;
(b) the respective weights assigned to various items on the list of commodities included in the indices;
(c) whether services like education, health, medicine, transportation are also included in the Consumer Price indices; and
(d) if so, the details thereof and the weight assigned to respective services?
In Hindi:
(क) विभिन्न उपभोक्ता मूल्य सूचकांकों की गणना के लिए सरकार ने क्या-क्या पद्घतियां तैयार की हैं;
(ख) इन सूचकांकों में सम्मिलित वस्तुओं की सूची में विभिन्न मदों को क्रमश: क्या-क्या भारिता प्रदान की गई है;
(ग) क्या उपभोक्ता मूल्य सूचकांकों में शिक्षा, स्वास्थ्य/औषधियां, परिवहन जैसी सेवाएं भी शामिल हैं; और
(घ) यदि हां, तो तत्संबंधी ब्यौरा क्या है और संबंधित सेवाओं को कितनी-कितनी भारिता प्रदान की गई है?

(क): इस समय उपभोक्ताओं के स्तर पर कीमतों में परिवर्तन को मापने के लिए चार उपभोक्ता मूल्य सूचकांक है। इन सूचकांकों में तीन सूचकांक औद्योगिक कामगार उपभोक्ता मूल्य सूचकांक (सीपीआई-आई डब्ल्यू) खेतिहर मजदूर उपभोक्ता मूल्य सूचकांक (सीपीआई-ए-एल) और ग्रामीण मजदूर उपभोक्ता मूल्य सूचकांक (सीपीआई-आरएल) श्रम एवं रोजगार मंत्रालय के शिमला स्थित श्रम ब्यूरो द्वारा जारी किए जाते हैं। ये सूचकांक उपभोक्ताओं की निर्दिष्ट श्रेणी के लिए है। सीपीआई-आई डब्ल्यू का 78 औद्योगिक केंद्रों और वस्तुओं/सेवाओं का चयन करने का औसत भारांश है और इन वस्तुओं/सेवाओं को प्रदान की गई भारिता 1999-2000 के दौरान कराए गए काम-काजी परिवार की आय एवं व्यय सर्वेक्षण पर आधारित होती हैं। यह सूचकांक वर्ष 2001 से इसके आधार वर्ष से परिकलित किया जा रहा है। सीपीआई-एल और सीपीआई-आरएल पर 1986-87=100 आधार वर्ष से 20 राज्यों/केंद्रों का औसत भारांश है। 1983 के दौरान आयोजित एनएसएसओ के 38वें दौर में उपभोक्ता व्यय सर्वेक्षण के आधार पर भारांश आरेख और वस्तुसेवा समूह का अनुमान लगाया जाता है। सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय में केंद्रीय सांख्यिकी कार्यालय ने जनवरी, 2011 में उपभोक्ता मूल्य सूचकांक की एक नई व्यापक श्रृंखला शुरू की है। 2010=100 वाली नई सीपीआई श्रृंखलाओं का आधार वर्ष 2004-05 में एनएसएसओ के 61वें दौर में आयोजित उपभोक्ता व्यय सर्वेक्षण से इसकी भारांश आरेख निकलता है। यह सूचकांक अलग से, राज्यों और संघ राज्य क्षेत्रों और ग्रामीण और शहरी स्तर पर भी तथा अखिल भारतीय स्तर पर परिकलित किया जाता है।
(ख) से (घ): सीपीआई के वस्तु समूह का तुलनात्मक भारांश आरेख अनुबंध-1 पर दिया गया है। सभी चार उपभोक्ता मूल्य सूचकांकों में शिक्षा, चिकित्सा देखभाल और परिवहन शामिल किए गए हैं।
