APPOINTMENT AND POSTING OF DRM

Will the Minister of RAILWAYS be pleased to state:-

(a) the details of educational qualification, experience and age prescribed for appointment of Divisional Railway Managers (DRM) and preparation of panel therefor;
(b) the period of validity of panel for appointment to the post of DRM along with the cut off date for determining the age of the appointee;
(c) whether these prescribed guidelines/conditions are being implemented in letter and spirit, if not, the details of such cases during the last three years and the current year along with the reasons therefor;
(d) the normal tenure of posting of DRM and the number of cases in which the prescribed tenure was extended along with the reasons therefor during the said period; and

(e) whether the cases of representations against the appointment/ posting of DRM have been increasing and if so, the reasons therefor along with the steps taken/ being taken by the Railways to address the issue?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI MANOJ SINHA)

(a): Divisional Railway Managers are shortlisted from amongst serving Senior Administrative Grade officers belonging to eight Group ‘A’ Railway Services who should not be more than 52 years of age on the cut-off date i.e. 1st July of the year of preparation of the shortlist.

(b): The period of validity for the shortlist of DRMs is from 1st July of the year to 30th June of the following year. The cutoff date for determining the age of the appointee is 1st July of that year.

(c): The shortlist for DRMs is prepared to fill up posts of those DRMs who complete their tenure during the period from 1st July to 30th June of the following year and so on. Once a fresh shortlist is prepared, the earlier shortlist ceases to exist. However, the preparation of shortlist for the year 2011-2012 got delayed due to administrative reasons. Therefore, vacancies falling upto Nov 2012 were adjusted from the shortlist of 2011-2012 as vacancies were required to be filled up urgently. The shortlist for 2012-13 valid from 1.7.2012 to 30.6.13 was approved on 26.3.2013 and 21 vacancies were filled up on 20.7.2013. The shortlist for 2013-14 was approved on 8.11.2013 and 16 postings have so far been made therefrom in December 2013.

(d): Normal tenure of posting of Divisional Railway Managers is 2-3 years. None of the officers have been given extension beyond this period during the last three years. However, actual tenures may vary due to administrative reasons.

(e): No, Madam. Representations received from Railway officers in the matter of postings as DRMs are dealt with as per procedure. A new policy has been framed to avoid any ambiguity.
