SANCTIONED STRENGTH OF RPF

Will the Minister of RAILWAYS be pleased to state:-

(a) the present strength vis-a-vis sanctioned strength of RPF personnel, zone-wise for the last three years and the current year along with the steps taken to fill the gap;

(b) whether Railways have initiated action on the proposal from Government of Kerala for strengthening security;

(c) if so, the details thereof and timeframe for adoption/implementation of the same; and

(d) the steps taken by Railways to improve coordination of RPF with other security agencies particularly State Police?

* Prosecution Cadre was separated from Railway Protection Force in the year 2012; therefore, Sanctioned strength in 2013 is less than that of 2012.

Process for filling up of 511 posts of Sub-Inspectors has been completed, and for 17087 Constables, process is likely to be completed shortly.

(b) & (c): Matter regarding creation of GRP staff in Kerala is subjudice in the High Court of Kerala vide WP No. 4191, 4370, 4391 and 4408 of 2011 and contempt case No. 197/2011 in WP No. 20297 of 2005. The stand of Railways has already been submitted in the High Court that โ€œRailway Board will be accused of bias if it agree to increase the post of GRP in Kerala when more crime is being reported in other states like Bihar, UP, etc.โ€
(d) To improve coordination of RPF with other Security Agencies particularly state police, close coordination and liaison has been maintained at the level of Post/Station (With GRP/State Police Thanas), Division (With Superintendent of Police/Railway Police), Zone (DIGP/IGP/Railways) and Railway Board level (DGPs and GRP/heads of States). Regular coordination meeting are held by RPF officers with their GRP/State Police counterparts to review security of passengers and trains and remedial measures are accordingly taken to strengthen railway security.
