Subject : Constitution of Defence Accounts Placement Board (DAPB) for implementation of Supreme Courtโ€™s Judgement dated 31.10.2013 in WP (Civil) No. 82/2011.


Reference : Office of the CGDA Notification bearing No. AN-I/1201/SC/82/2011 dated 31.12.2013.

The Defence Accounts Placement Boards (DAPB) were constituted for implementation of Supreme Court’s judgment dated 31.10.2013 in WP (Civil) No. 82/2011, for various levels of officers and staff. The purpose of DAPB is to put in place an armโ€™s length system and bring about efficiency in decentralized decision making in the process of transfer/posting for the sake of fairness and transparency. Keeping this in view, it has been decided to reconstitute the DAPB for Gp ‘B’ & โ€˜Cโ€™ [in respect of transfers effected by CGDA office] by involving IDAS officers other than those posted in the CGDA-HQrs and who are serving outside the department [on deputation] for this purpose. The selection of 3 members for the DAPB has been made on the basis of following criteria:

a) Director/DS level officers on deputation.
b) Director level officers (Addl. CsDA/JCsDA) posted in the Department in New Delhi
are not considered to avoid real/perceived conflict of interest.
c) Officers have not served earlier in the Admin Section of the CGDA.
d) Officers are not likely to return to the Department within next 6 months
e) Outstation officers on deputation are not considered for the sake of functional convenience.
f) Officers proposed for the DAPB have not worked with the incumbent CGDA at any point in time.
2. Accordingly the competent authority has accorded approval for the following amendment in para 2 of Office of the CGDA Notification bearing No. AN-I/1201/SC/82/2011 dated 31.12.2013 so far as it relates to Group โ€˜Bโ€™ and โ€˜Cโ€™ officials (in respect of transfer effected by HQrs office)
Level – III
(A) For Group โ€˜Bโ€™ and โ€˜Cโ€™ of officials ( in respect of transfers effected by HQrs office)

Chairperson – Smt. Swarnashree Rao Rajashekar, Dy. FA, CRPF
Member – Shri Manish Tripathi, Director, MoWR
Member – Shri Anand Agrawal, Director, Dept of Telecom

3. The convener of the Committee will be the Dy. CGDA (AN)/ACGDA (AN) who shall be responsible for the data integrity. The DAPB will meet at regular intervals on as required basis for finalizing proposals for transfer/posting of Gp ‘B’ & ‘C’ officials. The DAPB quorum will be treated as complete with presence of Chairperson and one member, in case one member is not available. When the Chairman is not present, the senior most member will preside over the meeting. Representations, if any, on the transfer/posting will also be considered by the DAPB during its regular meeting.
4. This is the first time, the DAPB has been constituted by co-opting officers serving outside of the department. Steps will be taken to make the process of transfer/posting as transparent as it can get, based on feedback from stakeholders from time to time. The composition of the DAPB will be reviewed periodically every six months.
