Recruitment Rules of Junior Scientific Officer, Senior Scientific Assistant, Foreman and Chief Draughtsman in the Directorate General of Aeronautical Quality Assurance, in the Department of Defence Production

S.R.O. 13 . In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance, Group ‘B’ Gazetted Posts Recruitment Rules, 2015, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment of the posts of Junior Scientific Officer, Senior Scientific Assistant, Foreman and Chief Draughtsman in the Directorate General of Aeronautical Quality Assurance, in the Department of Defence Production, under the Ministry of Defence, namely:-

Short title and commencement .— (1) These rules may be called the Ministry of Defence, Department of Defence Production, Directorate General of Aeronautical Quality Assurance (Group ‘B’ Gazetted Posts) Recruitment Rules, 2020.

  (2) They shall come into force on the date of their publication in the Official Gazette.

2. Application .— These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules.

3. Number of posts, classification and level in pay matrix .- The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, other qualifications, etc .—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification .— No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

  Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax .—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving .—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions require to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion: Senior Scientific Assistant, Foreman and Chief Draughtsman in Level -7 in the pay matrix (Rs 44900-142400) with two years regular service in the grade and possessing Degree in Science or Diploma in Engineering or Draughtsmanship and having successfully completed the mandatory training of two to four weeks in quality assurance or production activities or knowledge of authority holding sealed particulars and computer aided design and drafting from Directorate General of Aeronautical Quality Assurance and its establishments or Defence Headquarters Training Institute, New Delhi. Note 1: The existing incumbents holding the posts of Foreman and Chief Draughtsman on regular basis on the date of notification of these rules shall be exempted from possessing the qualification indicated above. Note 2 : The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade or post with due regard to the inter-se seniority of officers of Group ‘B’ Departmental Promotion Committee(for considering Promotion) consisting of:- 1. Additional Director General(Head Quarters), Aeronautical Quality Assurance – Chairman; 2.Director from Directorate General of Aeronautical Quality Assurance – Member; 3.Joint Director from any other defence establishment – Member. Consultation with Union Public Service Commission is necessary while appointing an officer on deputation including short term contract.
various feeder grades, namely, Senior Scientific Assistant, Foreman and Chief Draughtsman.

Note 3 : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short term contract) : Officers under the Central Government or State Governments or Union territory Administrations or public sector undertakings or recognised research institutions or Universities or semi-government or statutory or autonomous organisation- (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) with two years service in the grade rendered after appointment thereto on a regular basis in a post in Level -7 in the pay matrix (Rs 44900-142400) or equivalent in the parent cadre or department; and (b) possessing the following educational qualification and experience :-

Essential : (i) Degree in Engineering from a recognised University; or (ii) Master’s degree in Science from a recognised University.

Desirable: Two years experience in quality assurance or inspections or production or development in areas of discipline related to aircraft and its accessories from a recognized organisation.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: The period of deputation including short term contract including period of deputation including short term contract in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.

Note 3 : The maximum age limit for appointment by deputation including short term contract shall not be exceeding fifty-six years on the closing date of receipt of application.

Associate Member of Indian Institute of Metals(AMIIM), plus one year experience in the relevant field from a recognised organisation; or Associate Member of Institute of Engineers (AMIE), plus one year experience in the relevant field from a recognised organisation; or Associate Member of Aeronautical Society of India (AMASI), plus one year experience in the relevant field from a recognised organisation.

Note 1: Discipline(s) for degree in engineering and subject(s) for master’s degree in science shall be indicated at the time of each recruitment.

Note 2: The qualifications are relaxable at the discretion of the Competent Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.

Note 3 : The qualification(s) regarding experience are relaxable at the discretion of the Competent Authority for reasons to be recorded in writing, in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.

Promotion: Scientific Assistant in Level-6 in the pay matrix (Rs 35400 -112400) with five years regular service in the grade and having successfully completed the mandatory training of two to four weeks in Quality Assurance or Production activities from Directorate General of Aeronautical Quality Assurance and its establishments or Defence Headquarters Training Institute, New Delhi. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their Group ‘B’ Departmental Promotion Committee (for considering Promotion) consisting of:- 1. Additional Director General(Head Quarters), Aeronautical Quality Assurance – Chairman; 2. Director from Directorate General of Aeronautical Quality Assurance – Member; 3. Joint Director from any other defence establishment – Member. Group ‘B’ Departmental Confirmation Committee (for considering confirmation) consisting of:- 1. Additional Director General (Head Quarters), Aeronautical Quality Assurance – Chairman;

2. Director from Directorate General of Aeronautical Quality Assurance – Member; 3. Joint Director from any other defence establishment – Member.

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered, provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Group ‘B’ Departmental Promotion Committee (for considering Promotion) consisting of:- 1. Additional Director General(Head Quarters), Aeronautical Quality Assurance – Chairman; 2. Director from Directorate General of Aeronautical Quality Assurance – Member; 3. Joint Director from any other defence establishment – Member. Group ‘B’ Departmental Confirmation Committee (for considering confirmation) consisting of:-
