Expected DA from July 2021 will not cross the rate 31%

The Labour Bureau has publishes the All India Consumer Price Index for Industrial Workers (AI CPI-IW) for the month of May 2021. The index increased by 0.5 points and stood at 120.6 (one hundred twenty and point six). On 1-month percentage change, it increased by 0.42 per cent with respect to previous month compared to an increase of 0.30 per cent recorded between corresponding months a year ago. Expected DA from July 2021 not be more than 31% almost be 31% if June AICPIN will not be reduced to 1 point.  

The increase is a minor one but giving exact impact on expected Dearness Allowance, the CPI-IW upto the month of May 2021 is using for the calculation of the Dearness Allowance from July 2021 and one more figure is required to reduce ‘the exact’. The government has frozen the DA till June 2021. Hence it is expected that the Hike DA will be available from the month of July 2021 . Following table is showing that DA/DR from July, 2021 is expected to be 31%. If next months CPI (IW) will reduce to 1.0 points be at 119.6 point the DA/DR from July, 2021 can be stop at 30%  and if CPI (IW) will enhance to 10 points be at 130.6 point, which seems impossible, the DA/Dr from July be reach the mark of 32%.  With this five months figure it is now confirm that rate of DA from July, 2021 be 31% if next month index not be reduced to 1.0 points .     I watch your blog regarding “Deputation of Service”. I have some queries regarding “Deputation (ISTC)” i.e. Deputation ( including short term contract)”.

    Presently I am working as Assistant Registrar in a Deemed to be University (Non Government / Partially funded Private Institution Deemed to be University) in Level 11 of the 7th CPC Pay Matrix. My initial DOJ is 14.02.2012 in Level 10 (erstwhile PB-3 + GP Rs. 5400) in entry level post as Assistant Registrar. On 14.02.2020, I got a MACP upgradation to Level 11 of the 7th CPC Pay Matrix without change in nomenclature of the post.

    I shall be obliged to you if you are kind enough to clarify the below points :
    (1) Whether applicant from Non Government / Private organisation are eligible to apply for Deputation (Short Term contract) post in a Government organisation or not if having with 9 year 6 month experience( in Level 10 + Level 11)
    (2) Being not a Govt Organisation, my Institute has not yet adopted ACR / APAR provision. So in lieu of submitting the required ACR/APAR, and with submission of other certificates like vigilance clearance, no minor / major penalty certificate, integrity certificate, cadre clearance certificate, conduct and performance of work done during last 5 year / during my entire service, will be enough for me to apply for the said post or not.
    (3) The requirement of the post to which I wish to apply, requires minimum 5 year experience in Level 10/ Holding an analogous post. The post to which I wish to apply is a post carrying Level 11 of the pay Matrix.
