Sub: Scheme for upgradation of waiting list passengers.

Ref: Instructions issued vide CC no. 08 of 2006, CC 11 of 2006, CC 15 of 2006, CC 31 of 2006, CC 51 of 2006, CC 5 of 2014 and instruction dated 12.10.2017

With a view to optimize the utilization of available accommodation in a train, a scheme to upgrade full fare paying passengers to next higher class against the available vacant accommodation was introduced in the year 2006. At present, this scheme is available in all types of trains including those having sitting accommodation.

2. The matter has been further reviewed and it has been decided to incorporate the following modifications in the upgradation scheme:-

  1. Hierarchy for upgradation scheme shall be as under:-
    1. For sitting accommodation 2S<VS<CC<EC<EV<EA
    2. For sleeping accommodation SL<3E<3A<2A<1A
  2. The upgradation shall be done in the order as mentioned above, separately for sitting and sleeping accommodation.
  3. The upgradation shall be done upto 2 classes in hierarchy which are available in a particular train with the limitation that the upgradation in 1A and the Executive classes (EC,EV & EA) shall be restricted to be done only from just below class i.e. 2A in case of 1A and CC in case of EC/EV/EA.
  4. All passengers who have booked tickets on full fare shall be eligible for upgradation. Those full fare paying passengers who are booking under senior citizen/ lower berth quota may be asked to exercise upgradation choice cautiously. In case such passengers opt for upgradation, a message should come that in higher class you may or may not get lower berth. CRIS will make necessary provisions in the software accordingly.
  5. All the vacant accommodation should be exhausted for upgradation without blocking any minimum accommodation in each class for current booking.
  6. In future, in case any new class is introduced, the upgradation shall be upto next two levels on the basis of fare with the limit put in para (iii) above. The hierarchy for upgradation will be on the basis of fare.
  7.  All the other features of existing Upgradation scheme shall remain unchanged.

2.1 Hence, the upgradation will now be permitted in different classes as mentioned below:-

3. Necessary instruction may be issued to all concerned accordingly.

4. This issues with the concurrence of Finance Directorate of the Ministry of Railways.
